Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to award a one-time, sole source, firm fixed price contract to Waters Corporation at 34 Maple Street, Milford, MA 01757 to procure a Waters Acquity ACQ-I Class Plus System and UPLC/HPL System and Software install. The requirement is for the purchase of the Waters Acquity ACQ I-Class System that will be interfaced with a Thermo Orbitrap MS/MS system to be used in the Toxicology Subunit of the Chemistry Unit. An exact configuration of the proposed system is currently being used, and this new system will further enhance the capabilities of the laboratory. Currently, the Chemistry Unit was using an Ultra Performance Liquid Chromatograph (UPLC) coupled to a high resolution Thermo Orbitrap Q Exactive LC/MS/MS system for rapid screening of drugs of abuse. This above-mentioned system is no longer working due to a Lab power outage. The Chemistry Unit is requesting the purchase of a Waters Acquity ACQ I-Class System. The Unit is requesting the purchase a replacement system that is very close to the one that was being used for case work for the following reasons: - Validated analytical procedures would not have to be modified. - Additional training would not be required - Analysis would remain consistent throughout the unit - The Standard operating procedure (SOP) in place is specific to this ACQ-I system - The new proposed system must be in place with minimal interruption to casework The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of Beanchor Liggins via email at bmliggins@fbi.gov by Monday, September 26, 2022 at 3:00 pm EST. Only timely email responses will be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses received in response to this notice is at the discretion of the Government.
