- Description
- The Government intends to issue a competitive solicitation for an existing Consortium Management Organization (CMO) to manage the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA). The purpose of the solicitation is to select a CMO who will be responsible for the overall day to day management of the consortium under this OTA, including technical, programmatic, reporting, financial, administrative and contractual matters. The DAI OTA will be utilized to advance the following technology objective areas: Autonomy/Connectivity; Safety Technologies; Survivability; Light Weighting; Cyber Security; Advanced Energy Storage; Powertrain; Mobility; Modeling and Simulation; Fuels and Lubes; Test and Evaluation; Platforms; Collaboration; Architecture and Modularity; Petroleum and Water Systems; and External Systems. The OTA will be issued under the authority of 10 U.S.C. �4022 and will have an estimated ceiling value of $2.5B. The estimated period of performance is five (5) years, plus five (5) annual options. The solicitation process will be in three (3) phases. Phase I is Eligibility, Phase II is Panel Pitch, and Phase III is Final Proposal Evaluation. All offerors that meet the criteria in the Eligibility Phase will advance to Phase II. The solicitation will be released electronically on SAM.gov, as will any amendments thereto. The release date for the solicitation is anticipated to be on or about October 15, 2022 and the closing date is anticipated to be on or about November 30, 2022. The Government will award to the offeror whose proposal demonstrates the best value to the Government. The Government intends on making one (1) award as a result of the solicitation. The Government also reserves the right to make no award as a result of the solicitation. NOTE: This Special Notice is for informational purposes only and is not a Request for Proposal (RFP). An OTA will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release a solicitation.
