- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the US Department of State, International Programs Division, intends to award a sole source Firm-Fixed Price contract to Citibank, N.A. Under the authority of 41 USC 3304 (a)(1) pursuant to FAR 6.302-1(a)(2), the product or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency. A determination by the Contracting Officer not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. The US Department of State Disbursing Operation Offices (USDO) have a requirement for Citibank Liquidity Manager Banking software in order to maintain bank accounts at approximately 65 overseas banks. To obtain account and transaction information, the USDOs have established individual relationships with numerous global institutions. Obtaining account information from banks on an individual basis is a cumbersome and time-consuming process which often makes it difficult to obtain current information in a timely manner. Citibank's Liquidity Manager streamlines the process, reduces the administrative burden for account oversight, and allows the USDO to obtain near real time (daily) banking information. This is a notice of intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisitions Procedures for a one-year period of performance to allow for additional market research to be conducted. It is anticipated (however subject to change) that an additional notice regarding this requirement will be made within the first quarter of fiscal Year 2023. � Even though a Firm-Fixed Price/Sole Source contract is anticipated, firms or persons may identify their interest and capability to the Contracting Officer, Michael Henderson, Email: HendersonMP@state.gov and copy to Contracting Officer, Kellie Herschler, Email: HerschlerKR@State.gov. IMPORTANT NOTES: 1) Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. 2) Respondents may respond via email no later than 28 September 2022, 4:30:00 pm, EDT. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to Citibank N.A., under the authority if FAR 6.302-1.
