The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101.� Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, �Post-Award Ethical Responsibilities of Personal Services Contractors,� or otherwise objectively performing their contractual duties upon contract award.� HOW TO APPLY Offeror�s proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. INL�s Office of Western Hemisphere Programs (INL/WHP) develops and manages law enforcement, justice sector, narcotics control, and corrections programs and contributes to policy formation on civilian security issues for countries in the Western Hemisphere. INL/WHP is responsible for coordinating policy and programs with other U.S. government departments and agencies involved in anticrime and narcotics control activities, including the Department of Justice (DOJ), Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Homeland Security (DHS), Department of Treasury, and the U.S. Agency for International Development (USAID). The INL Section�s home bureau is the U.S. Department of State�s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL). INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. The purpose of this Personal Services Contract (PSC) is to provide an INL Law Enforcement Development Advisor to the INL Section at the U.S. Embassy in Santo Domingo, Dominican Republic. The Law Enforcement Development Advisor will manage the day-to-day planning, direction, execution, and oversight of the INL Santo Domingo law enforcement portfolio in the Dominican Republic. The Law Enforcement Development Advisor (LEDA) will advise INL Santo Domingo on a full range of law enforcement issues, manage programs, and design programs and projects.� By developing, professional, accountable, and effective Dominican Republic law enforcement institutions, the LEDA will contribute to disrupting criminal enterprise networks and enhancing citizen security. The Advisor will evaluate training and assist INL in aiding the Dominican National Police to implement ""best practices"" for reducing crime and violence. The Law Enforcement Development Advisor will provide policy guidance, technical assistance, and facilitate training in support of INL and host-nation efforts to reform police institutions and improve citizen security. The Law Enforcement Development Advisor will provide subject matter expertise in strategic planning and development of possible future law enforcement programs in the Dominican Republic. The LEDA will aid INL in coordinating program development, implementation, and reporting with other Dominican entities, INL advisors, contractors working for the INL program in the Dominican Republic, and with INL offices throughout the region. The incumbent will also maintain professional working relationships with other Embassy agencies to ensure proper coordination on law enforcement and citizen security projects. DUTIES & RESPONSIBILITIES Under the direct supervision of the INL Santo Domingo Deputy Director or his/her designee and INL/WHP CBSI program officers, the LEDA will perform the following duties: Manage ongoing planning, execution, and oversight of the INL Santo Domingo law enforcement programs. Provide subject matter expertise in developing and maintaining an assistance plan that will promote effective policing practices. Review and assess the law enforcement organizational and operational capacities of the Dominican government, including the Dominican National Police (DNP) and local actors. Design, initiate, and coordinate new projects related to preventing and reducing crime in the Dominican Republic, and professionalizing the DNP.� Provide expert advice on the implementation of these programs. Assist the Dominican government to implement oversee and coordinate best practices that build institutional capacity in the areas of police education, investigations, and internal controls. Support the DNP�s agency-wide administrative capabilities by exploring and implementing information technology solutions that improve DNP planning, human resources, and finance management practices. Help establish collaborative partnerships in the community between the Dominican government and the individuals and organizations they serve to develop solutions to citizen security problems and increase trust in police. Support continued development and modernization of the Dominican Public Safety Access Point (911) while ensuring the security and integrity of INL investments.� Assist Dominican authorities with implementation of strategies and policies to counter cyber- and cyber-enabled crime domestically and internationally, in keeping with INL and USG policies.� �Provide the following deliverables: an annual advisor workplan, weekly activity reports, contributions to the quarterly project progress reports, special reports when required, and an end-of-year report on the progress in fulfilling the Advisor�s annual workplan, which shall include a comprehensive review of the projects in which the contractor was involved that including a critique of and recommendations for the various projects. Assist the Dominican National Police in identifying training and technical assistance needs, including through the U.S.-Colombia Action Plan (USCAP), the International Law Enforcement Academy (ILEA), as well as other training options and course availability throughout the region or the U.S. Represent INL Santo Domingo�s policy priorities through the participation in the Embassy�s Citizen Security sub-working group. Work with the other INL advisors to assist in executing projects in accordance with the objectives and terms established in the Letter of Agreement, the Embassy�s Integrated Country Strategy, the INL Country Strategy, or similar documents. Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities, as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. Prepare monthly and annual progress reports regarding each project.� Prepare and maintain an annual implementation plan for each project of responsibility. Produce project implementation letters for projects designated by the Deputy Director. Attend meetings with U.S. and host-government officials as requested.� Assist in preparation of the annual and multiyear Department, Bureau and Embassy planning documents. When required, perform the role of Duty Officer. Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAINING & DISTANCE LEARNING Complete INL-PREP predeparture training before arriving to Post or no later than six months after arrival. Complete the Grant Officer Representative (GOR) and Contract Officer Representative (COR) distance-learning course through Foreign Service Institute (FSI) within 120 of arriving at Post. Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance will be the U.S. Embassy Santo Domingo, Dominican Republic. Occasional travel within the Dominican Republic, to other countries in the region, and to the U.S. may be required. RELATIONSHIP The LEDA will report to the INL/Santo Domingo Deputy Director and liaise and maintain open, timely, and effective communication with the INL Director and Embassy Front Office at the US Embassy in Santo Domingo, Dominican Republic, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. The LEDA will provide general administrative and policy direction concerning overall program priorities and objectives. The LEDA will liaise with Dominican Republic agencies and international organizations operating in the justice sector. The Contract Administrator shall be the INL Contracting Officer in Washington. In no instance shall the INL/Santo Domingo Deputy Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions.� The Contracting Officer must authorize such changes in writing. The INL Deputy Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, executing, and closing foreign assistance projects and developing strategies in a number of regional countries. Due to the high visibility, political sensitivity, and multifaceted nature of INL programming, the incumbent will be challenged to identify the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken.� SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety and law enforcement in the Dominican Republic, which is of significant interest to the public, the Embassy Front Office, and to the United States Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) Bachelor�s degree from an accredited U.S. institution, preferably in a criminal justice related field. A minimum of five (5) years of relevant international police development and reform experience. A minimum of five (5) years of experience managing program resources, including project analysis, design, implementation, and evaluation. Demonstrated ability to interact verbally, in writing, and at representational events with high-level officials (governmental and non-governmental) Demonstrated relevant work experience in law enforcement program management. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups Ability to work independently using refined organizational skills and proper judgement to decide when to seek supervisor�s guidance on sensitive issues. Demonstrated ability to read and speak Spanish at the professionally proficient level. EVALUATION CRITERIA Factor 1: ������ Program Management and Administration: � (25 points) Demonstrated knowledge and experience in the application of sound management and program management practices and oversight functions of a U.S. government sponsored program. Experience in program management, procurement guidelines, budget development, and program planning, execution, and monitoring. Individual should be able to grasp complex program management and criminal justice sector issues. These include, but are not limited to, law enforcement operations, justice sector issues, financial crimes, procurement of commodities and equipment, training, and logistics support. Demonstrated knowledge and understanding of INL Bureau, Federal Acquisition Regulation (FAR), and other U.S. Federal Government provisions on procurement, end-use monitoring, and contract management. Factor 2: ������ Program Design and Implementation: ���������� (25 points) Demonstrated knowledge of law enforcement policies, concepts, practices, and principles relevant to analyzing and developing recommendations for strategic program design and implementation in furtherance of USG objectives. Factor 3: ������ Communication: ������� (20 points) Demonstrated experience communicating with both host nation officials and U.S. government agencies and personnel. Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your application not receiving credit for all of your pertinent experience, education, training and/or awards. COMPENSATION (BASE PAY) This position has been designated at the FS-02, GS-14 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
