This is a Sources Sought Notice only and is issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) in order to conduct market research and gain knowledge of current market capabilities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a guarantee to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future RFP, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The anticipated North American Industry Classification System (NAICS) Code is 621111 Offices of Physicians (except mental health specialist), Small Business Size Standard $14.0 Million. OVERVIEW: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, and the James J. Peters VAMC 130 W. Kingsbridge Road, Bronx, NY anticipates a requirement for contract with a practice group who has the qualification, experience and expertise in providing quality Board-Certified Interventional Radiology Physicians services to beneficiaries of the Department of Veterans affairs at the Bronx VA Medical Center. Contractor will be required to provide weekday on-site coverage, after hour on-site and on-call emergency coverage including weekends and holidays. Coverage for Interventional Radiology coverage is as follows: Onsite Coverage: Hours of on-site clinic coverage 8:00 AM 4:30 PM Monday through Friday. Off-hours: On-call coverage includes all hours when the VAMC Clinic is closed, including Evenings (4:30 PM 8:00 AM) Monday - Friday, Weekends (8:00 AM Saturday to 8:00 AM Monday (48 hours) Federal Holidays (8:00 AM on the morning of the holiday through 8:00 AM the following day (24 hours) The purpose of this sources sought notice is to obtain interest from contractors who would be capable of providing services at the James J. Peters VAMC 130 W. Kingsbridge Road, Bronx, NY The Contractor shall provide Board Certified Interventional radiology physician services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Bronx VAMC. The VA Radiology services are accredited by American College of Radiology (ACR) and follow the standards and guidelines set forth by ACR. A contractor providing onsite interventional radiologist services shall provide services that meet or exceed the American College of Radiology Guidelines http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelinesby-Modality/Interventional The Bronx VA Medical Center has been designated to provide specialty Interventional Radiology services to include chemoembolization, radiofrequency ablation, embolization, Nephrostomy placement and Cryoblation. Key Personnel: The Contractor shall be responsible for providing coverage to the VA during periods of vacancies of the Contractor s personnel due to sick leave, personal leave, vacations and additional coverage as required. In the event a scheduled physician is unable to complete an assigned shift, the contractor shall provide replacement physician coverage within 2 hours and notify the Contracting Office Representative (COR) at the Bronx VAMC) immediately of the schedule change. Personnel Substitutions: During the first ninety (90) calendar days of performance, the Contractor shall make NO substitutions of key personnel unless the substitution is necessitated by illness, death or termination of employment. The Contractor shall notify the CO, in writing, within 7 calendar day (s) after the occurrence of any of these events and provide the information required below. After 90 days, the Contractor shall submit the information required below to the CO at least 30 calendar days prior to making any permanent substitutions contingent on approval from The Bronx VAMC credentialing department. The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the CO. Proposed substitutes shall have comparable qualifications and must be credentialed by the Bronx VAMC prior to those of the persons being replaced. The CO will notify the Contractor within 14 calendar days after receipt of all required information of the decision on the proposed substitutes. The contract will be modified to reflect any approved changes of key personnel. For temporary substitutions where the key person shall not be reporting to work for the day, the Contractor shall provide a qualified replacement from the approved roster of credentialed radiologist for the key person. The substitute shall have comparable qualifications and Bronx VAMC approved credentials to the key person. The Government reserves the right to refuse acceptance of any Contractor personnel at any time after performance begins, if personal or professional conduct jeopardizes patient care or interferes with the regular and ordinary operation of the facility. Breaches of conduct include intoxication or debilitation resulting from drug use, theft, patient abuse, dereliction or negligence in performing directed tasks, or other conduct resulting in formal complaints by patient or other staff members to designated Government representatives. Standards for conduct shall mirror those prescribed by current federal personnel regulations. Should the VA COS or designee show documented clinical problems or continual unprofessional behavior/actions with any Contractor s physician (s), s/he may request, without cause, immediate replacement of said Contractor s physician (s). The CO and COR shall deal with issues raised concerning Contractor s physician (s) conduct. The final arbiter on questions of acceptability is the CO. Contingency Plan: Because continuity of care is an essential part of VAMC s medical services, The Contractor shall have a contingency plan in place to be utilized if the Contractor s physician (s) leaves Contractor s employment or is unable to continue performance in accordance with the terms and conditions of the resulting contract. CONTRACTOR RESPONSIBILITIES Clinical Personnel Required: The Contractor shall provide contractor s physician (s) who are competent, qualified per this performance work statement and adequately trained to perform assigned duties. Contractor s physician (s) shall be responsible for signing in and out when in attendance. Time sheets will be used by the COR to confirm hours/day and services provided against the contractor s invoices. Standards of Care: The contract physician (s) care shall cover the range of Interventional Radiology services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality that meet or exceed currently recognized national standards. SPECIAL CONTRACT REQUIREMENTS Reports/Deliverables: The Contractor shall be responsible for complying with all reporting requirements established by the Contract. Contractor shall be responsible for assuring the accuracy and completeness of all reports and other documents as well as the timely submission of each. Contractor shall comply with contract requirements regarding the appropriate reporting formats, instructions, submission timetables, and technical assistance as required.
