- Description
- In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Environmental Measurement and Modeling (CEMM), has a requirement to hire Paul Dunken to continue the development and deployment of scientific software development and contract support. This will include a Base year and three option years. Paul Dunken has a unique combination of scientific understanding, scientific software development and DevOps experience specific to EPD's scientific applications. He has been instrumental in the design and development of key components of multiple scientific applications. To avoid inconsistencies in the software design, research data, statistics and datasets that could result from using a different vendor makes Paul Dunken the only one who can provide the services effectively. In addition, Paul Dunken's familiarity with the current software applications, technology stack and data makes him the most efficient vendor to provide the services without causing expensive delays that may result from using a different vendor. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE Any interested party that believes it is capable of meeting this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 2:00 PM ED on October 7, 2022. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch.
