- 09/27/2022 - Amendment 0002 - The subject solicitation is hereby canceled in it's entirety. No Award will be made as a result of this solicitation notice. This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6 � Streamlined Procedures for Evaluation and Solicitation for Commercial Products as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) number SP7000-22-Q-1075. The Product Supply Class code is 3610. The Government anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price contract that has the highest ranking based on the evaluation criteria included in this solicitation. Quoters must quote all CLINs. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-05 effective 07 March 2022, and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20220623 edition, and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5, and PROCLTR 2022-05. Defense Priorities and Allocations Systems (DPAS) are not applicable to this solicitation. Network testing will be conducted after award. Any award resulting from this solicitation will be issued on a Standard Form (SF) 1449. Each delivery or task order may contain options, for a period of performance up to 60 months. Vendors shall be able to accept option CLINs for any and all service CLINs on subsequent task orders awarded. Requirement Description The IDIQ will be for up to a 60-month ordering period, each delivery/task order will contain options for up to 60-months of maintenance. Delivery orders will be issued for the initial equipment purchase and associated ongoing services from date of installation, for a period not to exceed the end of the current fiscal year in which the Delivery orders were issued. The DLA seeks to purchase a guaranteed minimum of one high speed/high volume, �Finishing System and/or Device(s)� Technology to convert digital press paper into �finished� products for customer delivery, with the below associated services: -Delivery and installation of the equipment -Warranties, repair, and maintenance of the equipment -Network functionality of the equipment -Information Technology (IT) Security Accreditation and technical support for the equipment. -Training on using/daily operations of the equipment (including hardcopy User Manuals) -Meetings, Reports and Administration Regarding the Equipment. (See Attachment 1 � Performance Work Statement (PWS) for requirement details). Estimated Period of Performance The IDIQ will have an up to 60 month ordering period from time of award with an additional 60 months of options for maintenance. Delivery Will be listed on each Delivery Order (DO) / Task Order (TO) Minimum and Maximum Ordering Amounts The maximum for all orders is $5,064,000.00, and the guaranteed minimum is 1 piece of equipment. Important Dates Round 1 Questions Submissions Due: 25 AUGUST 2022 no later than 10:00 AM Eastern Daylight Time (EDT). Solicitation Close Date: 22 SEPTEMBER 2022 no later than 10:00 AM EDT. A maximum of one round of questions will be allowed by the Government and any questions submitted beyond the one round of questions will not be considered by the Government. Quotes must be submitted in English and in United States Dollars. It is the quoters responsibility to ensure that their electronic correspondence and/or quote information has been received by the Government. Any quotes received after the closing date and time will be late and will not be accepted. In accordance with FAR 52.212-1(g) The Contracting Officer reserves the right to make award without discussions. Interested quoters may submit more than one quote containing pricing for award in response to this solicitation. Also, this requirement is being solicited on an all or nothing basis so any quoters quote received by the Government that does not provide an item for all CLINs will be determined to be non-responsive, will not be evaluated further and will be removed from consideration for award. Please submit the quote in six (6) different parts: Cover Page, Technical Information, Proposed Performance Work Statement in response to Attachment 5, Past Performance, Pricing, and quoters Representations and Certification. Quoters are not required to offer a different item for each VB, but must offer an item on each VB. Quoters should check yes or no for each technical element. In the �Provide Additional Remarks/Notes/Comments, as Necessary� section for each VB, offerors should include: -A description of any optional specialty capabilities/configurations-Indicate what types of media the device is and is not compatible with-A description of all sizes for output. Quoters will also provide technical specifications sheets that highlight any areas from the evaluation criteria that may result in additional consideration. In addition quoters should provide samples and/or supporting information (at no additional cost to the government) that: -Demonstrate the device�s ability to deliver the sharpest imagery, latest technology, precisionpantones, and quality output in matte, semi-gloss, and gloss finishes. -Demonstrate how the speed or production quality is improved if devices work at widths largerthan 19 inch for roll fed items and 8.5 inch for sheet fed items. Part III- Proposed Performance Work Statement for Attachment 5 (Factor 2) Quoters will submit at least one Proposed Performance Work Statement (PWS) in response to Attachment 5-Statement of Objectives. The proposed PWS must address the Performance Objectives at Paragraph 5.Quoters may submit multiple proposed PWSs that meet the maintenance performance objectivesdescribed at Paragraph 5 of Attachment 5. Part IV- Past Performance Quoter is required to submit information, on a single page, identifying government contracts (federal, state, and/or local) and/or private contracts performed within the past three years. Contracts provided must be similar in scope and complexity to the effort described in this solicitation. In the case of an quoters without a record of relevant past performance or for whom information on past performance is not available, the quoter shall state none. Quoter also should submit customer testimonials and comparisons of equipment to industry standards in past performance. The quoter shall submit no more than three (3) customer references for work performed that is relevant and similar in scope to this requirement. Include reference names, telephone numbers, email addresses, and a brief description of the work performed. Part V- Price Quoters must complete Attachment 3- CLIN Structure with pricing for each volume band and each proposed CLIN. For the quoter�s response to Attachment 5- Statement of Objectives, the pricing quote associated with the Proposed Performance Work Statement should be included on Attachment 3- CLIN Structure. -Quoters should add at least one CLIN for the Delivery Performance Objective & for theMaintenance Performance Objective. -Multiple maintenance CLINs may be added -If multiple Performance Work Statements are being proposed, then multiple CLIN Structuresmay be submitted to correspond with each proposed PWS. Attachment 3- CLIN Structure has an Instructions tab with additional detail to assist in completing the spreadsheet.
