THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. Military Sealift Command is exploring the feasibility of moving the MSC fleet towards Extended Service Interval (ESI) liferafts. There are approximately 1200 annually serviced liferafts across the fleet, with 80% being 25-Person liferafts and 20% of varying capacity, between 6-Person and 100-Person. For the 25-Person liferafts, almost 20% are designated as davit launched. Per References 1 and 2, currently SOLAS regulations permit service intervals of up to five years for novel liferafts that are proven to meet specific criteria and pass thorough testing. Approval of these novel liferafts for use on commercial vessels is at the discretion of each flag state.� Additional guidance has been provided by SOLAS to flag states for approval of novel 30-MONTH ESI liferafts, as noted in Reference 3. Utilization of extended service interval liferafts is already prevalent within the passenger ship sector of the maritime industry. All liferafts onboard MSC ships must meet the approval of the USCG. Minimum criteria to achieve USCG approval for novel liferafts can be found in the Code of Federal Regulations (CFRs), such as Reference 4. Please see attached for complete details.�
