Description

Mission and Installation Contracting Command, Fort Knox, KY intends to award a sole-source purchase order with Winning Mind, 2358 University Ave, Ste 265, San Diego, CA 92104. The requirement is for TAIS Surveys for Military, Period of Performance is September 30, 2022 to September 29, 2023. The NAICS code is 611430. The authority for this noncompetitive award is FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses by email at Gina.M.Kern.civ@mail.mil are received by 10:00 am EDT on September 29, 2022, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
