- THIS IS A Sources Sought Notice ONLY.� The Department of the Army (Army) seeks a partner to support Army Command and the newly formed Army Recruiting and Retention Task Force (ARTF) in the discovery, documentation, and possible implementation of a new strategy for recruiting and retention operations. This transformation fulfills a long-recognized need for a modernized approach to recruiting efforts, data collection, and marketing. The review will include an understanding of available digital tools providing the Army with a Department-wide technology blueprint for recruiting data and process across contributing organizations and leadership reporting functions. Desired outcomes: 1. Understanding of the stakeholders within the recruiting program and associated roles and responsibilities for clear alignment. 2. Understanding of what the problems are for consideration by Army senior leaders. 3. Consensus on the vision inclusive of objectives and measures to meet that vision. 4. Identification of tangible activities for working groups to address � ideas to address the friction points. 5. Lead a minimum of two Design Thinking workshops to support this effort. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.� Submittals will not be returned to the responder.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry.� It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.� The NAICS code(s) is 541611, Administrative Management and General Management Consulting Services, size standard $21.5 million.
