Army Training and Doctrine Command (TRADOC) requirements, should consist of the following: A statement indicating if your firm is a large or small business under NAICS code 541990; if small business, please indicate any applicable socio-economic status [i.e., 8a, Small Disadvantaged Business (SDB), HUBZone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB)] under NAICS 541990. UPDATED 07 MAY 2022 **INDUSTRY DAY:** The first Industry Day for the MTCCS II acquisition was completed on Wednesday, 27 April 2022, from 0900 to 1500 at Fort Bragg, NC.� One-on-One sessions were complete via MS Teams, the week following Industry Day, on 3-4 May 2022. The second Industry Day is scheduled for 24 MAY 2022 (National Simulations Center) and 25 MAY 2022 (TRADOC Schoolhouse) both will be held at�Fort Leavenworth, KS, to provide industry with a better understanding of the National Simulation Center (NSC) and applicable requirements. Follow-on One-on-One sessions via MS Teams are also anticipated on 01 and 02 JUNE 2022. The final Industry Day is planned for 19 JULY 2022 (III CORPS) at Fort Hood, TX, with One-on-One sessions on 20 and 21 JULY 2022 on site. PROGRAM BACKGROUND:� The Mission Training Complex (MTC(s)) Training Support Services (TSS) are currently being provided under the Mission Training Complex Capabilities Solutions (MTCCS) Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order Contract (MATOC). The MTCCS MATOC was competitively awarded to three (3) large business (LB) in the unrestricted lot and four (4) small business (SB) in the restricted lot, who have competed for eight (8) task orders (Five LB and Three SB) over the past five (5) years.� REQUIRED CAPABILITIES: The U.S. Army III Corps, XVIII Airborne Corps, Joint Multinational Simulations Center � Indo Pacific (JMSC-IP), U.S. Army Europe-Africa Joint Multinational Simulations Center (USAREUR-AF JMSC), U.S. Army National Guard (ARNG), Joint Base Lewis McChord (JBLM), the National Simulations Center (NSC), and the U.S. Army Training and Doctrine Command (TRADOC) have a requirement to provide MTCCS to Military users.� The effort includes services to support individual through collective training, leadership training and development, integrated Warfighter functions training, simulation supported training as well as network, security and facilities management.� This effort will consist of MTCCS at multiple hub and spoke locations throughout CONUS and OCONUS locations.� Requirements of the MTCCS are as follows: Mission Command training Leadership Training/Development Warfighter Functions (WFF) training First Person Simulations (Gaming) Constructed simulations supported training Facilities management Event scheduling Security and administrative support Access control These training events may occur concurrently or separately.� Events shall be combined into simultaneous synthetic environment using the Live, Virtual, Constructive and Gaming (LVC-G) / Live, Virtual Constructive Integrating Architecture (LVC-IA) to create and Integrated Training Environment. ELIGIBILITY: The Contracting Officer has made a determination that North American Industry Classification System (NAICS) code 541990 (Other Professional, Scientific, and Technical Services), with a Size Standard of $16.5M, is the most appropriate NAICS for the MTCCS II acquisition. The applicable Product Service Code (PSC) is R425 (Support � Professional: Engineering/ Technical). Written responses to this Sources Sought should consist of the following: Your firm's degree of familiarity and specific experience with implementation of training solutions to meet the training requirements. A statement indicating if your firm is a large or small business under NAICS code 541990; if small business, please indicate any applicable socio-economic status [i.e., 8a, Small Disadvantaged Business (SDB), HUBZone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB)] under NAICS 541990. If you plan on subcontracting to other companies in order to deliver technical capability, please provide details on exactly which tasks will be assigned to those subcontractors; in addition, provide the names of those anticipated subcontractors, and list the anticipated percentage of small business subcontracting.� As indicated in a prior Sources Sought Notice (SSN), the historical NAICS Code for MTCCS was 541330, Engineering Services, using the Military and Aerospace Equipment and Military Weapons exception with a size standard of $41.5M. �As part of that SSN, the Government requested Industry provide input regarding the NAICS.� Additionally, the Government IPT (e.g. Requiring Activity, Contracting, Small Business) conducted a deeper analysis on the mission command (MC) training requirements, examined NAICS descriptions/information, reviewed similar programs and studied applicable case law (i.e. SBA OHA decision NAICS-5705 Solicitation No. W91CRB-16-R0001), to inform the Contracting Officer�s decision regarding the NAICS determination.� NAICS Code 541330, using the Military and Aerospace Equipment and Military Weapons exception with the size standard of $41.5M, is not the appropriate NAICS for this acquisition.� Engineering Services consists of �establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services.� Conversely, the industry comprised under NAICS 541990, All Other Professional, Scientific, and Technical Services, is primarily engaged in the provision of professional, scientific, or technical services and is more appropriate for the requirements found under the MTCCS Performance Work Statement (PWS).� *NOTE (LIMITATIONS ON SUBCONTRACTING):� If you are a small business interested in being the prime contractor for this effort, please be advised that FAR clause 52.219-14 (Limitations on Subcontracting) was updated in September 2021.� The current clause adds the definition of �Similarly Situated Entity� and the 50% calculation for compliance with the clause.� Small business prime contractors may now count �first tier subcontractor� work performed by a �Similarly Situated Entity� as if it were performed by the prime contractor itself.� To assist in our market research and set-aside determination for this effort, if you are a small business interested in priming this effort and plan to utilize a �Similarly Situated Entity� to meet the Limitations on Subcontracting requirements, please identify the name & DUNS/CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. �Information regarding any planned �Similarly Situated Entity� should be included in answering any questions outlined in the SSN in order to assist the Government's capability determination. Responses are due 14 September 2021 at 1400 hours (EST) SUMMARY:� The purpose of this announcement is to initiate market research for the Mission Training Complex Capabilities Support (MTCCS) II acquisition, which is anticipated to be solicited by Army Contracting Command - Orlando (ACC-ORL), as a multiple award indefinite delivery/indefinite quantity (IDIQ) task order contract (MATOC). ESTIMATED DOLLAR VALUE: The MTCCS II MATOC Ceiling will be approximately $950M, with individual task order values estimated to range from $8M - $50M per year.
