Additional Site Visit Information is listed on page 8. The following list of revised drawings is provided with explanation: 1-CBS-A1.0 Revision showing removing VCT, leveling floor, adding epoxy coating to the floor. 10-CBS-M1.4 Revised to show new BAS style humidistats and wiring to existing controllers. 10-CBS-M1.5 Revised to show new BAS style humidistats and wiring to existing controllers. 10-CBS-M1.6 Revised to show new BAS style humidistats and wiring to existing controllers. 10-CBS-M1.7 - Revised to show new BAS style humidistats and wiring to existing controllers. 2-RES-E1.1 Added keyed notes to plan that were missing. 10-CBS-E1.7 - removing static grid requirements. 2 A technical question came in regarding the ACT / grid removal Will the contractor be able to remove the ACT / grid during normal work hours so heat pump can be replaced during off hours or Will that work have to be done outside of normal hours in conjunction with the heat pump work. ACT/grid work may be performed during the day; however, ceiling opening is not allowed to be larger than 2 tiles (unless inside ICRA containment), therefore as ACT/grid is removed, the opening will have to be systematically closed with a plastic barrier/tape.  This condition (grid/tile removed and replaced w/ plastic) is only allowed immediately before/after the mechanical work.   Need more direction on what customer wants to be done for secondary DMARC. Drawing number 01-CON E 1.3 What is the scope of work for upgrading the facilities fiber throughout the buildings to each IT closet? SOW states this is to be done but the prints provided indicate that most comm rooms only require PDU and grounding upgrade. Is there missing prints, was the work completed or was this taken out of the SOW on a later date? The following phrase shall be stricken from the second paragraph of 2.0 SOW:  The project shall include but is not limited to, upgrading the facilities fiber throughout the buildings to each IT closet, provide a redundant fiber run throughout the facility to each IT closet, provide a new main fiber line coming into the building from the provider point   If equipment needs to be removed other than the existing PDU and UPS, is government, or contractor responsible for removal? RFI is unclear as to what potential equipment is being questioned.  Contractor is responsible for removal or removal & replacement of the equipment and items as specified in the scope/drawings/specs (heat pumps with fan coils, ACT/grid removal/replacement, replace PDUs etc.).  Any incidental work required to complete the specified work is included.     For the new 30-amp circuits. Is the requirement to install new 30-amp circuits with new conduit, then install new 30-amp UPS, cut over equipment to new 30-amp UPS from 20-amp UPS , and then demo old 20-amp circuits and conduit, or can a 20-amp UPS be taken down, demo 20-amp circuit, install new 30-amp circuit through existing conduit and install new 30-amp UPS and plug in equipment?  Just trying to understanding phasing requirements and if there can be selected down time for UPS while new circuit and new UPS are being installed utilizing existing conduits Contractor shall install A-side conduit, wiring and connections as specified for all locations. B-side re-use can be evaluated and negotiated on a case-by-case basis, post-award.      Question #1 - ROOM Q1-124 shows OCCUPANCY SENSOR, 180° CAMERA, DUAL FACTOR AUTHENTICATION PAC, are these to be included as the contractor scope? If so please provide system information, front end locations and POC for the specialty trades that maintain these system. Occupancy sensor can be omitted; camera and PACS are included. Basis of design for camera is Axis M4308-PLE Panoramic, and for PACS is Veridt Stealth Dual model PN 900W2036. Connection to be made within Q1-124. PACS software is Lenel OnGuard (HSPD-12 compliant). The video software is Milestone, which integrates with the OnGuard. Any new additions need to be compatible and incorporated with current system. Question #2 The new FCU s reflect the electrical circuit they are on. Can the VA provide the room number where each of the panels are located? 10-EQH13 is located in A1-203 10-EQH2 is located in A2-327A 10-EQH3 is located in A3-347A 10-EQH4 is located in A4-329   Question #3 - SECTION 09 65 19 refer to Section 09 06 00, SCHEDULE FOR FINISHES for Color, Pattern and Texture for Resilient Tile Flooring and Accessories. Can the VA provide this specification or the basis of design for the flooring/cove base needed? Sheet # 1-CBS-A1.0 is reissued with Aug 31, 2022, date for new instructions for finishes.  Question #4 The electrical drawing has the following general note:  AT ALL CABINETS WITH DOORS, PROVIDE A BONDING JUMPER BETWEEN CABINET & DOOR. The drawings do not indicate which cabinets have doors. Can the VA provide this information? There are 10 total cabinets that require bonding jumpers, all in telecom rooms in Bldg. A.   Question #5 Drawing sheet 2-RES E1.1 does not have specific notes for each room as the other sheets do. Can the VA provide these notes? Sheet # 2-RES-E1.1 is reissued with Aug 31,2022 date indicating keyed notes for each room   Question #6 Many of the drawing sheets has a General Note stating to see Detail 1 for equipment and wiring configuration on sheet 13-E1.1. I doesn t appear this sheet was provided. Can the VA provide this detail? Contractor to observe the General Note on existing plans sheets for Detail 1 on 13-E1.1 to reference information located on sheet 13-PVS-E1.1 (upper right of sheet)  Question #7 Just to confirm there is no horizontal cabling and or data outlets requirements for this project correct? This is not otherwise clearly specified; however, the following is REQUIRED: Horizontal cabling is required in Bldg10(CBS/Bldg.).  All existing building data cabling to be replaced with Cat6A; 48-port patch-panels in telecom rooms to be replaced with Cat6A compatible (78 total).  Additional drawings 10-TA-301 through 304 are provided for reference to give bidders an idea of building layout/function, however some ports have been added/reconfigured since these drawings.  Contractor can expect to provide approximately 3600 total runs.  Cabling exits the telcom-room via fire rated penetration, generally runs via J-hook to/from cable tray spine and enters walls via existing conduit (conduit to remain.   No conduit installation/removal included in this scope) or power poles.  Contractor to terminate all connections in/provide new stainless 2/4/6 port labeled stainless faceplates (picture below).  Contractor required to test, label, and certify all cabling per VA naming convention (i.e., A1-345 D1-23/24). All replaced cabling to be demo ed (can be used to pull new) and disposed of by contractor. All work for this scope to be accomplished during regular business hours. Question #8 The HVAC notes state to EXISTING HEAT PUMP. RE-USE EXISTING DUCTING, POWER, CONTROLS, AND CONDENSATE PIPING AS POSSIBLE. Can the VA confirm that any modifications to extend power and/or communication (BMS) raceways in order to install the new FCUs is the responsibility of the contractor? Confirmed   Question #9 The HVAC demo notes say to re-use controls. The existing controllers on the existing HP s are obsolete, can the VA confirm we are to provide new controllers and if so are they to be The FCU s will be controlled by external Metasys controllers? If the existing controllers cannot be reused, replace with BACnet controller.  Can be stand-alone / does not have to be programed into building automation system, as a follow-on project will convert the entire building controls.    Question #10 Reference Drawing 10-CBS M 0.1/ details 4 &5. The equipment schedule for the new FCUs appear to all be the same. Can the VA clarify which of the FCUs have 2-WAY PRESSURE INDEPENDENT CONTROL VALVE and which have 3-WAY PRESSURE INDEPENDENT CONTROL VALVE? There is no Detail 5 on this page.  All FCU shall be 2-way per Detail 4.  Detail 3 shall be ignored.   Question #11 Reference SOW document.   The project shall include but is not limited to, upgrading the facilities fiber throughout the buildings to each IT closet, provide a redundant fiber run throughout the facility to each IT closet, provide a new main fiber line coming into the building from the provider point Can the VA clarify the extent of fiber work required as there is no riser diagram that indicates a redundant fiber run throughout the facility as described in the SOW above? Per question above, this statement shall be stricken from the SOW    The SOW states to upgrade the facilities fiber throughout the buildings to each IT closet, provide a redundant fiber run throughout the facility to each IT closet, provide a new main fiber line coming into the building from the provider point , although the drawings do not reflect that. Can a drawing be made available to reflect what is stated in the drawings?   Per question above, this statement shall be stricken from the SOW VA issued Addendum item to SOW: #1 - Contractor to provide new Johnson Controls humidity sensor model NS-AHB7003-0, or equivalent with BacNet MSTP capabilities, and to install at every TR shown in Electrical Plans.  New sensor to be added via network inside each room, integrated into existing BAS, commissioned by the Contractor, and added to front end operator graphics.  At Contractor option, provide combination temp sensor/humidity sensor that will display both at sensor, and replace existing temperature sensor at each TR location shown on Electrical Plans.  Add humidity sensors to all CBS building TR locations (total of 8), on new junction box, conduit connecting new humidity sensor to new fan coil, and integrate to existing controller.  If existing CBS controller does not accept BacNet MSTP network, add sensor to existing universal or analog port on each controller, and add to existing graphics interface for that building.  Contractor to provide BacNet capable network wiring from new humidistat and installed in CBS building to each new fan coil and include a 10 service loop for future installation if network is not being used initially.  No new plans are issued for this added scope of work, except to clarify new locations inside CBS building TR. #2 See answer to Question #7 above regarding Horizontal Cabling.
