ADVANCED NOTICE AND SOURCES SOUGHT Medical Coding Training Specialist, Remote Medical Coder III Coders, and Program Management Support (CONUS & OCONUS) THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL Purpose: The General Services Administration (GSA) Assisted Acquisition Service (AAS) Region 7 is providing advanced notice of an upcoming opportunity to provide world-class healthcare for our beneficiaries anywhere, anytime. Medical coding provides value to the patient and supports Defense Health Agency (DHA) mission by playing an integral role in workload, reimbursement, provider currency, decision support, population health, disability services, and more. The purpose of this notice is Multi-faceted: to provide advanced notice of this requirement to the vendor community in order to better support vendor planning and prioritization efforts through early engagement; to enable any and all capable vendors to submit to the GSA their expressions of affirmative interest in supporting this requirement, which supports: a more robust competitive solicitation process; selection of the most appropriate contractual vehicle; selection of the most appropriate and effective evaluation methodology; and to enable the vendor community to understand GSA AAS Region 7�s processes so as to promote greater transparency into upcoming projects, methodologies, and processes. The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force to Combatant Commands in both peacetime and wartime. The essential mission of the DHA Medical Coding Program Branch (DHA-MCPB) is to improve the accuracy and quality of medical coding and documentation across DHA in support of the DHA mission. DHA consists of approximately 400 military medical treatment facilities (MTFs), and 200 Dental clinics worldwide. The MTFs and Dental clinics are organized into DHA Markets, and Defense Health Agency Regions (DHARs). The DHA has a requirement to acquire high quality, professional medical coding training services to support all MTFs and Dental clinics to consist of performance of clinical documentation improvement, and medical coding education and training activities and functions. GSA AAS provides custom acquisition, project, and financial management support services to federal agencies, including the DHA. GSA AAS is conducting this acquisition on behalf of the DHA, supporting the full acquisition lifecycle in support of the DHA�s core mission activities. Anticipated Scope: The scope of the work in this requirement will encompass all MTFs and Dental clinics assigned to DHA Markets, and DHARs. The work may include multiple conference calls, virtual meetings, and onsite visits to DHA organizational elements inside the continental United States (CONUS) and outside of the continental United States (OCONUS). 3.2.1. The work of the Medical Coding Training Specialists involves, but is not limited to: significant use of computers; review of Federal laws, regulations, guidance, publications, and standards; review of industry guidelines, publications, and standards; analysis of medical coding audit data and findings; development and execution of training plans; design and development of training through storyboards and other methods to create training presentations; audience analysis; delivery of training through various communication methods; evaluation and recommendation on commercial coding training; evaluation and reporting of training projects; review of significant amounts of clinical documentation; and individual and group interaction with a wide variety of DHA audiences. 3.2.2. The work the Remote Medical Coder III Coders involves, but is not limited to: review, assignment, and editing of diagnosis, material, medication, procedure, and supply codes for professional service and facility components of inpatient, ambulatory surgical services (i.e., day surgery), observation, Emergency Department, outpatient specialty, External Resource Sharing Agreement (ERSA), and billable outpatient primary care encounters; use of International Classification of Diseases (ICD- latest version) diagnosis and/or procedural codes, American Medical Association Current Procedural Terminology (CPT�) codes, Healthcare Common Procedure Coding System (HCPCS), Current Dental Terminology (CDT�) codes, Diagnostic Related Groups (DRG's), or other code taxonomies used to describe the provision of medical services for one or more medical conditions; uses military medical systems to remotely code facility and/or professional services inpatient, ambulatory surgical, Emergency Department or outpatient encounters in providing contingency assistance other DHA MTFs; and may assist the DHA-MCPB in supporting coding compliance by performing focused or targeted audits on DHA Markets, DHARs, MTFs, specialties, product lines, providers, clinical staff, or coding staff. 3.2.3. The work of the Program Management Specialist involves, but is not limited to: creating, editing, and monitoring of schedules and meetings of DHA-MCPB GS personnel, Medical Coding Training Specialists, and Remote Medical Coder III Coders; project management support to the Medical Coding Training Specialist and Remote Medical Coding Cell teams in areas of planning, project deliverable and schedule monitoring and tracking, and project resource scheduling, tracking, and utilization over multiple projects; assisting in development and maintenance of medical coding compliance and medical coding auditing webpages, metrics, and other software programs as necessary; and assisting in maintaining documentation of medical coding compliance and medical coding auditing activities and projects. Anticipated Work locations: This effort is anticipated to require support within the following geographical locations and other sites as directed by the Government: See Attachment (Sources Sought Notice) Anticipated Magnitude: The magnitude of this work, based upon contractual history extrapolated into the future is anticipated to be: $3M - $5M per year 22 Full Time Equivalent (FTE) per year: One (1) lead medical coding training specialist and 10 medical coding training specialists. One (1) lead remote medical coder III and nine (9) remote medical coder III. Generalized marketing materials or responses that do not address the specific items described above, or which do not bear the email title described above, will not be considered in the market research phase of this acquisition. Follow-On Actions: Based upon responses received in response to this notice, GSA AAS Region 7 may hold a pre-solicitation conference in late Q1 of 2023 for the purposes of more precisely discussing the scope, selected follow-on contractual vehicle selection and competitive nature of the proposed solicitation, evaluation methodology and best-value selection process, anticipated milestone dates, and vendor Question and Answer (Q&A).� Note that at this time, GSA AAS Region 7 is not requesting vendors to provide questions, but only to supply an expression of interest in the format requested above. Vendors are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider.
