NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT IS STRICTLY VOLUNTARY. OBJECTIVE: The objective of this sources sought notice (SSN) is to conduct market research to determine if responsible sources exist to assist in determining if this effort can be competitive, and to gain market knowledge of potential qualified sources. Responses to this SSN will be utilized by the Government to determine the best acquisition strategy. In addition to searching the market for qualified vendors, the results of the SSN may be utilized to determine if any Small Business Set-Aside opportunities exist. The applicable North American Industry Classification System (NAICS) code for this requirement is 334511. The Government requests all vendors, both Large and Small, submit their business size by NAICS code. PROGRAM BACKGROUND: The Airborne Electronic Attack Integrated Program Team (AEA IPT) utilizes unique capabilities within the AEA Laboratory in support of testing Naval Air Systems Command (NAVAIR) hardware (HW) and software (SW). The advanced Field-Programmable Gate Array (FPGA)-based Prototyping Platform System will enable early SW development, throughput regressions, and high-performance system validation. The Prototyping Platform System will be used to provide a pre-silicon platform for early SW development, System-On-Chip (SoC) verification, system validation, and HW regressions. SCOPE OF EFFORT: The Naval Air Warfare Center Weapons Division (NAWCWD), AEA IPT located at Pt. Mugu, California, announces the SSN for information to determine the availability and capability of industry to provide a Prototyping Platform System per the required specifications. Specifically, the AEA IPT requires the Contractor to provide, deliver, install, integrate, and calibrate a Prototyping Platform System at the AEA Laboratory NAWCWD Pt. Mugu, CA. The Contractor shall conduct one (1) training course on the operation of the system, including creation of test signals and scenarios. CONTRACT TYPE: Firm-Fixed-Price (FFP) TIMELINE: The following dates are anticipated time frames associated with this requirement: Estimated Request for Quotation (RFQ) Release: 14 November 2022 Estimated Award Date: 09 January 2023 ELIGIBILITY: The applicable NAICS code for this requirement is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with a Small Business Size Standard of 1,250 employees. The Product Service Code (PSC) is 5865, Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Note: FAR 52.219-14 Limitation on Subcontracting requires a small business prime on a Set-Aside to perform at least 50% of the cost of contract performance. Small business primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize �similarly situated entities� to meet the Limitations on Subcontracting, please identify the name and CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their Small Business size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the SSN in order to assist the Government�s capability determination. RESPONSES: Any vendor believing it can fulfill the requirement identified in Attachment 1 � Statement of Work may submit a written response, which the Government will consider. The written response shall reference solicitation number N6893623R0006 and provide a capability statement that clearly indicates the Contractor�s experience, assets, background, and ability to perform the required work. Responses should also include the following information: Vendor�s name and address; Vendor�s point of contact name, phone, and e-mail; Declaration as to whether a U.S. or foreign Contractor; Contractor size (Small or Large according to the identified NAICS and size standard); Provide any anticipated teaming arrangements and delineate between work to be accomplished by the prime and the work to be accomplished by the teaming partners; A list of previous requirements provided, similar to the requirement described in this posting; Any other specific and pertinent information as it pertains to this particular area of procurement that would enhance the Government�s review of the information submitted RESPONSE SUBMISSION DETAILS: Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government.�� All interested sources shall submit the following information in a capabilities statement package (not to exceed five (5) written pages, single-sided, 8.5 x 11 inch pages in Times New Roman font of not less than 10 point), in files readable by Adobe Reader DC or Microsoft Word 2016. All responses shall include SSN name/number, Company Name, Company Address, Company Business Size, and Points of Contact (POC), including names, phone numbers, and e-mail addresses. Responses shall be submitted by e-mail to gregory.s.east5.civ@us.navy.mil. Note: large files (> 5MB) may not be receivable due to the Navy Marine Corps Intranet (NMCI) security. All data received in response to this SSN that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Any information or materials provided in response to this SSN will not be returned. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this SSN. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA).
