Description
The U.S. EPA Region 5 Contracting Office located in Chicago, IL is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide a E-BAM for Remote Monitoring Solar Powered System. The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES The EPA Air and Radiation Division (ARD) requires a E-BAM for Remote Monitoring Solar Powered System. The Government envisions a PM Monitor that will expand capabilities to assess PM2.5 or PM10 air quality in communities with air quality concerns. This equipment, supported by batteries and solar power charging system rather than being plugged in or connected to the electric grid, will allow EPA to deploy the instrument and collect data more quickly. Specific operational and program requirements: 1. Must be capable of measuring both PM10 and PM2.5 and be comparable to USEPA PM10 and PM2.5 methods. 2. Must provide continuous measurements at user selectable resolution (e.g., 15, 30, 45, 60 min.) 3. Must be in weathertight housing and not require an additional sampling shelter for operation. 4. Must be portable (less than 35 lbs. for instrument) 5. Must be able to operate on solar power (DC) or regular outlet power (AC). 6. Solar power must be inclusive and designed specifically for device. 7. Solar power must provide power for continuous operation. 8. Must include sonic wind sensor (wind speed and direction). 9. Must include option for cellular data communications and operation. 10. Must include internal data logger with storage of at least 180 days of data. 11. Must include digital and analog data options for retrieval. 12. Must include integrated Quality Control and calibration devices (flow calibration and flow check kit) Non-Developmental Item. The E-BAM for Remote Monitoring Solar Powered System should be a non- developmental item to the maximum extent possible. Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units. ELIGIBILITY The applicable NAICS code for this requirement is 334519 Other Measuring and Controlling Device Manufacturing. The Product Service Code (PSC) is 6695 Combination and Miscellaneous Instruments. SUBMISSION DETAILS Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Samantha Ginsburg, in either Microsoft Word or Portable Document Format (PDF), via email ginsburg.samantha@epa.gov or the FedConnect Message Center no later than 12:00 p.m. Central Daylight Time on 5 October 2022 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization; and 2) Brochure of Product Description, Performance/Specification Document, or Tailored capability statements addressing the requirements of this notice. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
