Description
The Defense Logistics Agency-Energy (DLA-Energy), a Major Subordinate Command, under the DLA Enterprise will be a hosting a Virtual Outreach Meeting, October 12, 2022, from 12 � 3 PM. �DLA Energy is hosting this event to establish a more robust small business industrial base.� DLA Energy�s mission is to enable�mission readiness by providing globally resilient energy solutions to the Warfighter and Whole of Government.� This charter is accomplished by delegating responsibility to six distinct Business Units (BU) as follows: DLA Energy Aerospace Energy manages the worldwide acquisition of missile fuels, liquid propellants for space launch and satellites, aviator�s breathing oxygen and other bulk industrial chemicals and gases � including nitrogen, oxygen, argon, hydrogen, and helium. Aerospace Energy provides centralized, cradle-to-grave contracting and logistics support via aggregation of customer requirements and award of government contracts for supplies and services that support customers worldwide, ranging from those in theater � helium to aerostats, aviator breathing oxygen to fighter jets, and hydrazine to the F16s for their emergency power unit � to those in the continental U.S. � Defense Department, space launch, cruise missiles, Homeland Security and NASA, as well as federally funded research and development at universities.� DLA Aerospace Energy provides product distribution and transportation and inventory management of assigned products. Aerospace Energy also provides the services in support of customer requirements, as well as support during the research and development phase of customers� space and launch programs. It drafts sales contracts with commercial space and launch companies under the authority of the Commercial Space Launch Act and other commercial companies under FAR Part 51 and other regulatory authority. It also provides technical support for the safe transportation of assigned products as well as other hazardous materials. DLA Energy�s Aerospace Energy team hosts technical conferences for the exchange of ideas within customer groups and participates in industry forums to optimize support. DLA Energy Bulk Petroleum Products provides contract support for the bulk petroleum supply chain, including worldwide military jet fuel and marine diesel fuel requirements (JAA/JA1, JP8, JP5, F76 and EN590). These fuels are acquired through four major purchase programs: Inland/East/Gulf Coast; Rocky Mountain/West Coast; Atlantic/Europe/Mediterranean; and Western Pacific. Bulk Petroleum Products is also responsible for bulk purchases of additives (drummed additives are handled by DLA Aviation in Richmond, Virginia), including Fuel System Icing Inhibitor (FSII), Lubricity Improver Additive (LIA) and Corrosion Inhibitor (CLA), as well as bulk lubricants and other petroleum-related products. DLA Energy Bulk Petroleum Supply Chain Services provides contract support for the bulk petroleum supply chain, including worldwide acquisition of fuel-related services such as government-owned, contractor-operated defense fuel support points, contractor-owned and -operated defense fuel support points, alongside aircraft fuel delivery, lab testing and environmental compliance, assessment and remediation. It is also the single source for drafting, negotiating, concluding and amending international fuel agreements with foreign governments supporting worldwide Department of Defense operations. Each agreement is unique and tailored to the needs of the DoD customer. DLA Energy concludes fuel exchange, direct bill, product acquisition and service agreements for use of foreign government-owned and operated pipeline systems, port operations and fuel depots supporting U.S. forces around the globe. DLA Energy Direct Delivery Fuels provides worldwide acquisition and integrated materiel management of commercial fuels delivered directly to military and federal civilian customers. This includes the procurement of commercial specification aviation fuel at commercial airports, commercial ship propulsion fuels at commercial seaports and commercial ground fuels (diesel, gasoline, and �green� products) at posts, camps and stations worldwide. In addition, it supports short notice provisioning of fuel to the warfighter for worldwide contingency operations and humanitarian relief efforts, provides the full range of contract administration activities and technical support using automated information systems, and provides information technology and fuel card acquisition and support services. DLA Energy Direct Delivery Fuels solicitations are available on the�www.SAM.gov��website by searching Contract Opportunities for ""SPE605, 606, 607, and 608"" under keyword. Installation Energy offers acquisition support for facility energy requirements such as coal, natural gas, electricity commodity purchase support, renewable energy credit purchases, long term renewable energy project development and energy savings performance initiatives. It also coordinates for the Department of Defense�s participation in electricity demand response programs. The following programs areas explain more about how DLA Energy might assist you with your facility energy needs. Coal Program Installation Energy serves as the centralized procurement agent for the procurement, testing and delivery of coal to DoD and federal civilian agencies in the continental U.S. The coal program awards both single and multi-year contracts. The program is also currently supporting the delivery of bituminous and subbituminous coal annually to the Army, Navy, Air Force and various federal civilian locations. It's DoD�s policy to competitively acquire direct supply natural gas under the natural gas program when cost effective and the program has the same degree of supply reliability as other practical alternative energy sources. Electricity Program Installation Energy executes competitive acquisition of retail open access for the DoD and federal civilian agencies in states that have implemented deregulation. DoD components are encouraged to partner with DLA Energy and aggregate regional electricity requirements to competitively procure electricity and ancillary services. Demand Response Installation Energy assists customers with enrollment in demand response programs in order to support grid reliability. DLA Energy has signed agreements with multiple curtailment service providers across the U.S. and is actively issuing task orders for customer participation in load reduction programs during times of peak demand in return for financial incentives. Since the startup of the demand response program, Installation Energy has supported more than 60 DoD and federal civilian customer sites in demand response participation. Renewable Energy Credit Program Installation Energy is the primary DoD contracting agent for purchasing renewable energy credits to meet customers� renewable energy goals. Since the startup of the REC program, Installation Energy has procured renewable electricity generated from wind, biomass, landfill gas, municipal solid waste and hydroelectric resources in the form of RECs. Energy Savings Performance Contracts and Renewable Energy Program Installation Energy is one of the DoD�s contracting agents for meeting established energy efficiency and renewable energy goals. DLA Energy assists customers in determining which contractual and financing vehicles are applicable to their renewable energy or energy conservation effort. DLA Energy Utility Services manages the utility services contracting mission supporting the utilities�privatization programs of Service partners.� It provides pre- and post-award contracting and technical expertise for Service partners privatizing government-owned utility systems of water, wastewater, electric, thermal and natural gas under authority of Title 10 U.S.C. � 2688. It acts as the procurement, program management and technical liaison with the Deputy Assistant Secretary of Defense Energy for utility services contracting done in conjunction with the privatization of utility systems.
