- The Anti-Tamper Executive Agent Program Office (ATEA PO) hereby issues the following Request for Proposal (RFP) which will result in multiple awards for the Anti-Tamper Multiple Award Indefinite Delivery Indefinite Quantity (AT MAC ID/IQ) contract with a $499M ceiling for procurement of Product and Technology Development of Anti-Tamper solutions.� This procurement is being advertised as a full and open competition using the FAR Part 15 RFP process.� This process will determine a pool of awardees.� This is an ID/IQ contract with no pre-established contract pricing.� The requirements/deliverables will be determined at the Delivery Order level. The objective of this MAC ID/IQ Contract support future operations which design, build, test, and deliver functioning Anti-Tamper solutions that will be ready for follow-on production to be integrated into a broad range of Department of Defense (DoD) programs.� The development of these solutions will enable the necessary protection of Critical Program Information (CPI) from adversarial tamper efforts. The ATEA PO requests prospective offerors review this Solicitation for subject effort, including Attachment 1: Statement of �Objectives; �Attachment 2: Section L: Instructions to Offerors; Attachment 3: Section M: Evaluation Criteria, Attachment 4: Contract Document, Attachment 5: Draft DD 254, �Attachment 6: Proposal Response Guide, Attachment 7: Contract Data Requirements List (CDRL) for First Delivery Order (for reference purposes only), Attachment 8: Questions and Answers from Draft Request for Proposal, Attachment 9: Ordering Procedures. The AT MAC ID/IQ will utilize centralized ordering procedures and the ATEA PO is the only authorized activity to issue Delivery Orders.� If awarded a basic ID/IQ contract, the awardee will also receive the first Delivery Order. A draft CDRL (Attachment 8) for the first Delivery Order is included for reference purposes only.� This draft CDRL may be representative of the requirement for the first Delivery Order awarded as the minimum order guarantee for this ID/IQ. ��The Delivery Period for Order 0001 is anticipated to be one month from Delivery Order award, with an estimated award date to be determined. The anticipated security level for this effort is basic ID/IQ is Secret Collateral and will be covered by the Draft DD Form 254 in Attachment 5, which is a DRAFT to be finalized before contract award.� Security requirements of future requirements may require a different level of classification and will be addressed at the Delivery Order level. As provided by AFFARS MP5332.7(a): �Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.� This RFP is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the Contractor for this requirement.� The Government reserves the right not to award a contract in response to this RFP.� Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. Proposals must be received by 12pm (Eastern Time) on 14 November 2022 in accordance with the instructions in Section L. Questions and feedback to the Government at or before 4pm Eastern Time on 19 October 2022 to sara.smith-custer@us.af.mil and christopher.core@us.af.mil.� Questions and feedback submitted after 4pm Eastern Time19 October 2022 are not guaranteed to receive a response prior to proposal due date.
