- BAA is amended for Fiscal Year '23.�� A revision to the full text announcement has been posted.� ****************************************************************************************************************** FEDERAL AGENCY NAME: Air Force Civil Engineer Center � Readiness Directorate, Requirements, Research and Development (R&D) and Acquisition Division (AFCEC/CXA) BAA ANNOUNCEMENT TYPE: Initial announcement�������������������������� BROAD AGENCY ANNOUNCEMENT (BAA) TITLE:� Research, Development, Test and Evaluation (RDT&E) for Air Force Airfield Damage Recovery Material Applications PART I � OVERVIEW INFORMATION This announcement is for an Open, 2 Step BAA which is open and effective until 30 SEP 2023.� Only white papers will be accepted as initial submissions; formal proposals will be accepted by invitation only.� While white papers will be considered if received prior to 3 PM Central Time (CT) on 30 SEP 2023, the following submission dates are suggested to best align with projected funding: FY23 � 30 Apr 2023 Offerors should monitor the Contract Opportunities on the Beta SAM website at https://beta.SAM.gov in the event this announcement is amended. CONCISE SUMMARY OF TECHNOLOGY REQUIREMENT: This BAA seeks white papers to research and develop 1) carbon and composite materials to increase the performance of airfield pavements 2) airfield sustainment and damage recovery technologies, and 3) modern timber products for expeditionary construction.� BAA ESTIMATED FUNDING:� Remaining ceiling for this BAA is approximately $1.99M.� Individual awards will not normally exceed 24 months with dollar amounts normally ranging from $250K to $1.99M.� There is also the potential to make awards up to any dollar value as long as the value does not exceed the available BAA ceiling amount. ANTICIPATED INDIVIDUAL AWARDS:� Multiple Awards are anticipated. TYPE OF INSTRUMENTS THAT MAY BE AWARDED: The government reserves the right to award a contract best suited to the nature of the work proposed.� The Government anticipates that a mix of contract types will be used throughout the life of this BAA. Generally awards under this BAA will be cost-plus-fixed-fee contracts which require successful Offerors to have an accounting system deemed adequate by Defense Contract Audit Agency (DCAA) for tracking costs under a cost reimbursable contract. If an Offeror does NOT have a DCAA approved accounting system, a cost-plus-fixed-fee contract cannot be awarded. Only Contracting Officers are legally authorized to commit the Government. Offerors are cautioned that evaluation ratings may be lowered and/or proposal rejected if proposal preparation (Proposal format, content, etc.) and/or submittal instructions are not followed.
