THIS IS AN ADVANCED RESEARCH ANNOUNCEMENT (ARA) THAT WILL SOLICIT REQUIREMENTS THROUGH CALLS FOR PROPOSALS. THIS ANNOUNCEMENT POSTS THE BASIC ARA AND DOES NOT REQUIRE PROPOSALS AT THIS TIME.�� Amendment 1 to the basic ARA provides updated Points of Contact.
