Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Indefinite Delivery Indefinite Quantity Contract with Sikorsky, A Lockheed Martin Company, Stratford CT.� This contract will provide sustaining engineering, program management, logistics, field service representative, and logistics representative support required to support operation, modification, flight test, software, logistics, and training for the United States Marine Corps (USMC)/United States Navy (USN) and Foreign Military Sales (FMS) H-53 Helicopters. The purpose of these efforts is to establish sustainment support in order to improve aircraft readiness, enhance reliability, progress affordability, and increase maintainability of aircraft. This will include the necessary engineering support to design, develop, identify cost reduction initiatives, and manufacture aircraft prototype parts and modification to existing parts.� Prepare, maintain, revise and submit drawings for production and retrofit of aircraft parts or auxiliary equipment. Engineering and facilities to support Engineering Investigations (EIs). Systems Engineering and integration analysis, Integrated logistics support, Testing and related test support. Configuration Management and Obsolescence management efforts for aircraft and training systems. Software efforts and Flight Test supporting government-led Follow-on Test and Evaluation (FoT&E) activities with the CH-53K Integrated Test Team (ITT). Sikorsky has been the designer and developer of the aircraft for the H-53 legacy and CH-53K helicopters, and, accordingly, is the only known responsible source with the requisite knowledge, capability, experience, technical data, and test equipment necessary to fulfill the Government�s requirements in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10USC 2304(c)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
