Description
This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E522Q0020 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing was determined to best represent this requirement. Small business size standard is 1,000 employees. �The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL) Engineers Resources Branch, Pavement and Materials Group has a requirement for the procurement and installation of one (1) Concrete Isothermal Calorimeter for the purpose of fundamental research into the low temperature behavior of cement and concrete with cold weather admixtures. This device will provide insight into the fundamental heat release behavior of cement in concrete and quantify the influence of cold weather concrete admixtures on said behavior. Specifications: The Concrete Isothermal Calorimeter will consist of the following components, conforming to the descriptions below:�� Calorimeter Thermostat: This component will provide a fixed temperature air environment for the calorimeter measurement cells and must provide a high degree of temperature precision and stability. The following specific requirements shall be met: Temperature set point range: 5�C to 90�C Temperature set point stability: �0.001�C Temperature set point accuracy: �0.15�C Compatibility with measurement units for both cement and mortar Calorimeter Block � Cement: This component will contain and measure the heat evolution of cement paste for the purpose of evaluating the hydration behavior of these materials over time at different fixed temperatures. This shall be accomplished through measurement of the heat flux from the sample relative to the heat flux from an inert reference of equivalent total heat capacity. This component shall conform to the following specifications: The cement calorimeter block shall possess 8 sample measurement channels, consisting of specimen and reference cell pairs Reference cells shall accommodate a specimen container identical to that of the specimen cell � to facilitate exact heat capacity matching of the entire specimen/container system Each specimen cell must include a fixed resistor for internal calibration, with a resistance tolerance of ? � 0.1% of the resistor value Specimen container volume shall be 20ml Specimen and reference containers must be available in plastic or glass Specimen channels must accommodate a device which enables addition of liquid to, and mixture of, specimen without removing the specimen from the calorimeter cell Heat flux limit of detection: ? 2?W Heat flux noise: < 1?W Enthalpy precision: ? 0.1% 24-hour drift: ? 5?W In addition to the detailed requirements above, the Concrete Isothermal Calorimeter must include the following items: Consumable kit(s) necessary to begin testing and operation of all components and accessories following installation of calorimeter Installation and training from the manufacturer A mixing/fluid injection device for each of the 8 channels of the cement calorimeter A computer suitable for operation of the calorimeter, if required Power: Chambers shall be powered by 120V A/C with standard US 120 V A/C plug. Delivery Schedule and Location: All items shall be delivered and installed within three (3) months after date of award, FOB Destination to ERDC-CRREL, 72 Lyme Road, Hanover, NH 03755-1290. Please reference the attached RFQ for instructions and applicable provisions and clauses.� Award will be made to the offeror whose quote represents the lowest price technically acceptable offer (LPTA). The following factors shall be used to evaluate offers: technical capability to provide the required supplies and installation, and price.
