Description
Royal Saudi Land Forces Aviation Command (RSLFAC) CH-47F Full Flight Simulator (FFS) Request for Information (RFI) The Program Executive Office for Simulation, Training & Instrumentation (PEO STRI) is conducting market research to identify potential sources, capabilities and industry technologies available to support/provide production, installation, new equipment training (NET), spares, and contractor logistics support (CLS) for one CH-47F full motion flight simulator for the Kingdom of Saudi Arabia, RSLFAC. PEO STRI is also conducting market research on the capability to convert an existing UH- 60L FFS trainer currently in country to a CH-47F FFS trainer. The results of this market research will contribute to determining the method of procurement should a requirement materialize. Requirements of the effort are as follows: 1. CH-47F Full Flight Simulator (FFS) that meets Federal Aviation Administration (FAA) standards for FFS level D. High fidelity visual display with at least 45- degree x 200-degree Collimated Field of View. Downward imagery using �Chin Windows� for visual cueing. Motion-cueing to include Cockpit mounted on a 3- Degree of Freedom (DOF) vibration platform providing high-frequency vibration cues associated with helicopter flight. Cockpit mounted on a 6 DOF electric motion system for training critical tasks such as hovering, high altitude/hot temperature operations and initial qualification training. CH-47F FFS will provide for Simulation Tasks including Aircrew Standard Training and Maintenance test pilot tasks, to include sling load operations. The cockpit will be a Night Vision Goggles (NVG) Compatible Cockpit. The CH-47F FFS will include an On-board Instructor Station (IOS). The CH-47F FFS will include Brief/Debrief Station and a threat environment Semi Automated Forces (SAF) to support both initial and mission level training. The CH-47F FFS will include visual database of Saudi Arabia with High-Definition areas and moving models. The CH-47F FFS must be accredited for initial qualification training by the Directorate of Simulation (DoS). 2. Spare package adequate to support operation for two years. Contractor will replenish the spare parts package as required at contractor expense. The total spare parts package will be provided to the appropriate users at the end of the CLS period. 3. Contractor Logistics Support for two years. CLS will be provided on site and consist of both preventative and corrective maintenance. CLS will also include qualified Instructor/Operator support. Transportation of replenishment spares and repairable parts and assemblies to and from the simulator site will be at contractor expense. Written responses to this announcement should consist of the following: 1. Your firm's degree of familiarity, capability and specific experience with implementation of training solutions to meet the above CH-47F FFS training requirements. 2. A submission of your firm's cost estimate and detailed approach to develop, produce and deliver the CH-47F FFS trainer as a new build Include the estimated time frame (in months) from contract award to final delivery. Please include details of your firm�s resources available to address production, sourcing, personnel, shipping, NET, spares and CLS. 3. A submission of your firm's cost estimate and detailed approach to convert an existing UH- 60L FFS trainer currently in country to a CH-47F FFS trainer with the requirements above. Include the estimated time frame (in months) from contract award to final delivery. Please include details of your firm�s resources available to address production, sourcing, personnel, shipping, NET, spares and CLS. 4. A statement indicating if your firm is a large or small business (if small, please indicate any applicable socio-economic status) under NAICS 333318.
