- Description
- In this notice, the National Park Service (NPS) provides all interested entities the same information provided to the registered attendees of the site visit (described in the original announcement posted here on September 2, 2022). The attachment to this notice is the Grand Canyon North Rim Site Visit Handout. The NPS did not answer questions about this prospectus or business opportunity during the site visit. Attendance to the site visit is not required to submit a proposal. The NPS intends to announce the release of the prospectus in mid-October 2022 and post it at this NPS website: https://www.nps.gov/subjects/concessions/prospectuses.htm. ORIGINAL ANNOUNCEMENT POSTED SEP 2 IS BELOW. The National Park Service (NPS) anticipates releasing a prospectus for a concession business opportunity to provide lodging, food and beverage, retail, and other services at the North Rim of Grand Canyon National Park (Park) in the fourth quarter of this calendar year. The prospectus will describe the business opportunity and the terms and conditions of Concession Contract No. CC-GRCA002-24 (Draft Contract). General information about this business opportunity and the Draft Contract are provided below. The NPS announces in this notice plans to host a site visit for interested entities on October 3, 2022, in advance of the release of the solicitation. The site visit provides interested entities an overview of the concession operation and a tour of many of the Concession Facilities (land and real property improvements assigned to the concessioner under the Draft Contract). Site Visit Registration To attend the site visit, registration is required. To register, contact Philip Arrington, Acting Deputy, Commercial Services, Grand Canyon National Park via email at Philip_Arrington@nps.gov no later than September 21, 2022. You must provide your name, contact information, the name of the entity interested in submitting a proposal that you represent, the primary contact for the entity, and the number of people in your party. Due to space constraints, the NPS limits the number of site visit attendees to a total of four (4) people per interested entity. All individuals attending the site visit must disclose to the Service the entity with which they are affiliated. Site visit participants are responsible for obtaining their lodging, meals, and transportation to the respective facilities and paying the Park entrance fee, as applicable. Participants are encouraged to obtain lodging as soon as possible, as lodging in the Park and the surrounding area is limited. Attendance at the site visit is encouraged, but not required, to submit a proposal. Typically, the NPS holds a site visit after the release of the prospectus. However, the NPS does not intend to host an additional, post-release site visit because of the seasonality of the operation. The NPS will not answer questions about this prospectus or business opportunity during registration or the site visit. Interested entities must submit questions in writing after the release of the solicitation to the contact person and by the deadline that will be provided in the prospectus. Concession Opportunity CC-GRCA002-24 The NPS expects the Draft Contract to have an effective date of January 1, 2024. The Draft Contract will require the concessioner to provide the following visitor services: Lodging; Food and beverage; Retail; and Fuel sales at the Service Station, interpretive bus tours, a visitor shuttle, public showers, laundry, and vending. In addition to the required visitor services, the Draft Contract will authorize, but not require the Concessioner to provide equipment rentals, step-on guide service, shuttle to trailheads, and historic district walking tours, in the Park as approved by the NPS. With the exception of the interpretive bus tours, which is a new required service, the Draft Contracts required services are similar in size and scope to the services required in the existing and previous concession contracts. Additional Requirements of the Draft Contract The Draft Contract will require the Concessioner to pay a monthly franchise fee to the NPS and to fund and expend a component renewal reserve. For the purposes of providing the required services, the NPS will assign the Concessioner, via the Draft Contract, the Concession Facilities. The Concessioner will be solely responsible for maintenance, repairs, housekeeping, and groundskeeping for all Concession Facilities. The Draft Contract will require the Concessioner to provide housing, food service, and recreation for its employees, for which the Concessioner may charge employees an amount sufficient to recover the cost of providing these services.
