- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-07, effective as of 10 August 2022. Announcement Number: 95332422Q0091 Title: Monitoring and Evaluation (M&E) Senior Program Officer (SPO) OR Program Officer (PO), Department of Policy and Evaluation Position Information: Full-Time OR Intermittent, Personal Services Contractor (PSC) One year (2,087 hours per year for Full-Time or 1,664 hours per year for Intermittent), renewable for up to four (4) additional one-year option periods at the sole discretion of the Government. *Note: Position level � SPO or PO � and work schedule � Full-Time or Intermittent � to be proposed by each candidate via the Bio-Data Form.� For required and desired qualifications of the SPO and PO positions, see Section 7 of the RFQ; Attachments J.1 and J.2 contain the SPO and PO position descriptions, respectively.� See MCC clause 52.237-70 and MCC 52.237-70/Alternate I under Section H for the terms and conditions of a full-time versus intermittent position, respectively. Pay Band: �4A $95,000 � $145,600 ($45.52 � $69.76 per hour) for the SPO position; 4B $79,100 - $122,800�($37.90 - $58.84 per hour) for the PO position* See https://www.mcc.gov/careers/pay-bands.� *In addition to the direct compensation referenced above, a Full-Time PSC will receive a pay supplement of 15% of the contractor�s direct labor cost in lieu of fringe benefits; an Intermittent PSC will receive a pay supplement of 30% of the contractor�s direct labor cost in lieu of fringe benefits. Position Security Level: Secret Who May Be Considered: U.S. citizens Place of Performance: Principal place of performance at MCC headquarters in Washington, DC, USA and/or at the PSC�s home of record. Periodic international travel to support position duties may be required. Type of Contract: Time-and-material (T&M) with one (1) one-year Base Period and four (4) one-year Option Periods (for a total potential contract period of five (5) years). Multiple awards may result from this solicitation.� MCC intends to award two (2) contracts but reserves the right to adjust the number of final awards.� All quotes will be retained and may be utilized for requirements for a period of 12 months after the RFQ deadline.
