Title: Joe Pool Dam Slide Repair �7&13 � Classification Code:� Y1KA � Construction Of DAMS NAICS: 237990 - Other Heavy and Civil Engineering Construction Facilities with a size standard of $39.5M Recovery and Reinvestment Act Action: No Solicitation Number:� W9126G22B0030 Agency:� Department of the Army Contracting Office Address:� U.S. Army Corps of Engineers (USACE) Location: �Fort Worth, TX Program: Operation and Maintenance Branch � NOTE: The solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation.� The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award.� Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award. � ACCESS: A �SPRS Cyber Vendor User� role is required to enter Basic Assessment information. Step-by-step PIEE Access Instructions can be found here (copy and paste link into your browser) https://www.sprs.csd.disa.mil/pdf/SPRS_Access_Instructions.pdf Description Joe Pool Dam is a high hazard potential dam located on river mile 11.2 of Mountain Creek, a tributary to the West Fork of the Trinity River, near Grand Prairie, Texas. The dam consists of an embankment, an outlet works, a broad-crested uncontrolled spillway and a dike. All elevations are reported in NAVD88 unless noted otherwise. The conversion from NGVD29 to NAVD88 is -0.017 feet. The embankment is a rolled, earth fill structure that is 22,180 feet long, with a crest width of 30 feet, a crest elevation of 564.5 feet, and a maximum height of 108.5 feet above the streambed. Joe Pool Lake is a multi-purpose reservoir for flood control, water supply, recreation, and wildlife enhancement. It is a unit of the Trinity River Basin System, which consists of eight USACE lakes and various channel improvements and levees operated to provide flood protection along the Trinity River. There are no non-Federal sponsor Operation and Maintenance, Repair, Replacement and Rehabilitation (OMRR&R) responsibilities. Construction of the project commenced on 7 December 1979 and was completed on 31 March 1991. Deliberate impoundment began on 6 January 1986. Joe Pool Dam is classified as a Dam Safety Action Classification (DSAC) 3 (Moderate Urgency) per the 2013 Periodic Assessment due primarily to overtopping erosion after shallow slope failure, scour through a shutdown layer in the embankment, scour through a fault, and overtopping after a deep-seated slope failure. Further evaluation was not completed as a significant flooding event (ACE < 1/1000) would need to occur along with a massive slide which compromises the crest for failure to occur.� The embankment performance is uncertain as the pool of record has not exceeded flood pool and parts of the embankment have not been loaded by the pool. Uncertainty is present in the hydrologic data as the PMF, pool frequencies, and high pool durations will change. The failure likelihood was rated as remote, with low confidence. Joe Pool has a history of downstream slope stability concerns. The project has previously suffered multiple slides. The slides are attributed to steepness of the slope, material type and strength, depth of shrinkage cracks, rainfall amount and frequency, etc. The slides have typically occurred after or during heavy rainfall. It is thought that the triggering mechanism causing the slides is water entering vertical shrinkage cracks, traveling along those unseen, probably paralleling the slope, saturating the soil, and softening the potential failure surfaces. One example of this is the major slide during the first filling in January 1989. After the downstream slope was modified to a 4.5H:1V slope, the embankment endured cracks along the entire length of the crest at greater than 3 feet in depth. A concrete shoulder was installed to act as a moisture barrier; however, it became displaced and enhanced crack progressions. All bidders are advised that this project may be delayed, cancelled, or revised at any time during the solicitation, selection, evaluation, and/or final award process. Plans and Specification will not be provided in hard paper copy. The solicitation and all amendments for this Invitation for Bids will be posted on sam.gov under the solicitation number W9126G22B0003. Bidders are advised that the bid opening will be virtual and are expected to review the IFB documents carefully for instructions and expectations of the virtual bid opening procedures. It is the offeror's responsibility to check sam.gov frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offeror�s inability to access the documents posted at the referenced website.
