- 1.� GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR). �The Navy E-6B Program Office (PMA-271) is seeking to update the Airborne Data Loader (ADL) (P/N E10-32297-1) system which will eliminate the current 3.5 inch floppy disk drive located on the upper P12 navigators panel, and the Data Selector panel located just above the data loader.� The ADL system is powered by the 115 VAC DATA LOADER circuit breaker on P6 panel. The ADL permits the uploading of Operational Software (OPS) contained on 3.5-inch diskettes, which are burned and copied from the Maintenance Software Loading Laptop and this data is transferred through the ADL to the Flight Management Computers (FMCs), Display Electronic Units (DEUs), Multifunction Control Display Unit (MCDUs), Identification Friend or Foe (IFF), Data Control Unit (DCU), Communications Management Unit (CMU), and Traffic Alert and Collision Avoidance System (TCAS). �. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities.� Interested parties may identify their interest and capability to respond to this requirement no later than 27 October�2022�The result of this market research will contribute to determining the method of procurement. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. 2.� BACKGROUND The E-6B is integral to U.S. nuclear command, control, and communications (C3) system, and provides assured capability for U.S. nuclear force execution. The E-6B ADL provides a means for the Boeing NG737 cockpit to transfer data and program files from 3.5-inch diskettes to the aircraft computer systems. The ADL is a 3.5-inch floppy disk drive with a storage capacity of up to 2 megabytes (unformatted). The ADL converts data read from a floppy disk to an ARINC 429 format and is sent to the WRA selected on the DATA SELECTOR panel. The ADL accepts data loading to enable discrete and digital ARINC 429 return inputs through the DATA SELECTOR switch and provides discrete and digital ARINC 429 outputs through the DATA SELECTOR switch. It can also be used to download FMC test and maintenance data. The new ADL Must be capable of loading the following WRA�s: Flight Management Computers (FMCs) P/N: 176200-01-01 Display Electronic Units (DEUs) P/N: 4081600-930 Data Control Unit (DCU) P/N: 2531-1 Communications Management Unit (CMU) P/N: 7519200-921 Enhanced Ground Proximity Warning System (EGPWS MKV-A) Form, Fit, Function (FFF) to replace current ADL If a PDL (Portable data Loader) is included in the solution, then it must be able to transfer required Software updates, obtained from either NDDS or DOD safe, and download that data into the ADL. Be able to handle at least 2 megabyte�s of data Cannot use USB flash drives Cannot contain hardware which would allow Bluetooth or Wi-Fi to access. A windows based system NOT preferred.� The offeror should also propose their plan to provide engineering, logistics, and repair support packages. 3.� INFORMATION REQUESTED NAVAIR expects to receive from each respondent an UNCLASSIFIED Full Response with their capability/concept summary, which contains a description of technical data defining the proposed ADL concept.
