Description
National Institutes of Health Expressions of Interest Sought for Space Availability The National Institutes of Health (NIH) seeks to lease the following space: State: Arizona City: Phoenix (See description below and Delineated Area Map attached) Delineated Area: South of Camelback Road, North of Washington Street, West of 32nd Street and East of Central Avenue Minimum Sq. Ft. (USF): 34,535 (space can be non-contiguous) Maximum Sq. Ft. (USF): 36,292 (space can be non-contiguous) Minimum Sq. Ft. (RSF): 38,000 (space can be non-contiguous) Maximum Sq. Ft. (RSF): 40,000 (space can be non-contiguous) Space Type: Clinical Outpatient and Inpatient Space Parking Spaces (Total): 100 Parking Spaces (Surface): 100 Parking Spaces (Reserved): 5 Full Term: 120 months Firm Term: 60 months Additional Requirements: Biosafety Level 2 that complies with NIH Design Requirements Manual (DRM) for design and construction, and space contained within a secured perimeter meeting minumum technical requirements of the Program of Requirements (POR). This request for information is for planning purposes only and does not constitute an invitation for bid, request for quotation, request for proposal, or represent any obligation on the part of the Government to acquire any products or services. Your response to this will be treated as information only. The information provided may be used in developing acquisition strategy, statements of work or objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information submitted. �Those not able to provide all preferred features are still encouraged to submit information on the features currently available in the products and propose an application schedule for those features that are planned for the future. The Government has a requirement for outpatient and inpatient clinical space and related space for a lease yielding a minimum of 34,535 USF and a maximum of 36,292 USF.� The space may be non-contiguous, consisting of a minimum of 14,700 USF for outpatient clinical space and 19,835 USF for inpatient clinical space. Preference will be given to contiguous spaces. The lease term requirement is for 60 months firm.� The delineated area requires: Proximity to public transportation Parking, minimum of 100 spaces Efficient Space Layout Security [lobby, parking, etc.,] Offered space must meet Government requirements for fire safety, accessibility, seismic, green leasing in accordance with Executive Order 14057, sustainability standards and meeting technical requirements per the terms of the Lease. A full serviced lease excluding metered utilities is required. Offered space shall not be in the 100-year flood plain. Based upon the EOIs received, the Government will consider market survey tours to determine which Offerors facilities meet minimum technical requirements.� Based on market response, the ability of the Offeror to address minimum technical requirements of the program with partial or full built out BSL-2 and ABSL-2 will be a key consideration. Submission Requirements: Expressions of interest must be submitted electronically to the National Institutes of Health, Office of Acquisitions, Real Estate Contracting Branch, ATTN: Francisca Sara Mueller, Lease Contracting Officer, francisca.mueller@nih.gov, and Eric C. Rogers, Branch Chief eric.rogers@nih.gov by NO LATER THAN October 18, 2022 at 11:59 p.m. EST and should include the following information at a minimum (reminder: this is not an invitation for bids or a request for proposals): Building name and address and location of the available space within the building Rentable square feet available and expected fully serviced rental rate per rentable square foot on an annual basis. Additionally, please provide a breakout of operating expenses and taxes per RSF. Available ANSI/BOMA minimum and maximum usable and rentable square feet for Biosafety Level 2 and Animal Biosafety Level 2 per NIH Design Requirements Manual �https://www.orf.od.nih.gov/TechnicalResources/Documents/DRM/DRM1.503262020.pdf Date of space availibility� Site, parking and floor plans (floor plan must include square feet and distance between columns). Shell, Operating, Real Estate cost broken down into USF and RSF, excluding separately metered utilities plus any incentives. List examples of shell improvements meeting BSL-2 and ABSL-2 Minimum of 100 lbs live load Emergency generator to maintain 100% operation Utility grid to facility resulting in rare power blips A metabolic kitchen An area of approximately 50+ freezers for biospecimen storage and management system Award will be issued to Lowest Cost Technically Acceptable for the Government to include but not limited to most economical for Tenant Improvements and Past Performance Estimated Award 12/31/2022 � Building ownership information Amount of parking available on-site and its cost. Indicate whether expected rental rate includes the cost of the required government parking. Energy efficiency and renewable energy features existing within the building List of building services provided Name, address, telephone number, and email address of authorized contact. Your submittal for this expression of interest shall not include Market data relating to the advertisement of your facility. Expression of interest should not exceed 12 pages, single spaced 12 font size. CONFIDENTIALITY: No proprietary, classified, or sensitive information should be included in your response.
