Description
INTENT TO SOLE SOURCE Network Contracting Office (NCO) 2, Department of Veterans Affairs intends to award a firm-fixed price sole source contract to GETINGE USA SALES, LLC, under the authority of FAR 13.106-1(b)(1) "" Only one source reasonably available . The proposed procurement is for a full-service preventative maintenance (PM), repair and on-call emergency support for Getinge Sterilizers, Washers, and RO Water Treatment Systems at the Stratton VA Medical Center during the estimated term of 10/26/2022 through 10/25/2023 plus four provisional option years. Currently the equipment is purchased, installed and in use. The North American Industry Classification System (NAICS) code for this procurement is 811219 Other Electronic and Precision Equipment Repair and Maintenance. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government s acquisition strategy. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please respond with your 1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. 2. Capability statement must provide detailed and specific information that would demonstrate a capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. See below for further details: INTRODUCTION: The Stratton VA Medical Center, located at 113 Holland Ave., Albany NY 12208, requires a full-service preventative maintenance (PM), repair and on-call emergency support for Getinge Sterilizers, Washers, Detergent Management Systems, Ultrasonic Cleaner, and Washer Uploaders. This requirement includes full support for all components, and software. SCOPE OF WORK: Scheduled preventive maintenance shall include electrical safety testing, lubrication, adjustment, calibration, testing, and replacement of parts which would normally be replaced during the course of a standard PM (as recommended/required by manufacturer procedures), or parts found in the manufacturers PM Kit . Maintenance on the RO Water Treatment Systems includes all filter cartridges, membrane replacement, solenoid rebuild or replacement, and circulating pump rebuild or replacement. These procedures shall be presented in writing to the Contracting Officer s Representative (COR). At the conclusion of the preventive maintenance visit, the instrument(s) and/or equipment shall be returned to the full operating condition. Contractor shall provide scheduled preventive maintenance service four (4) times per year. Such service shall be provided at equal intervals during the term of the contract, at no time shall more than 3 months pass between preventive maintenance inspections. RO filter shall be replaced monthly. Unless a particular month is specified in the contract, the Contractor shall notify the COR within thirty (30) days of acceptance of the contract of the month during which the preventive maintenance inspections are to be performed. The contractor is responsible for scheduling all PM service visits prior to the end of the month in which they are due. Any deviations from this schedule must be approved in advance by the COR. All work shall be performed by competent personnel, experienced and qualified to work on the specific equipment listed on the schedule. Contractor shall provide certification that all personnel are authorized to maintain the equipment specified by the contract are certified by the OEM as competent and able to perform all duties listed under the terms of the contract. Contractor's service representative shall contact Biomedical Engineering upon arriving to perform scheduled service. Upon completion, a service tickets shall be signed by the contractor technician and the COR/VA POC and filed in Biomedical Engineering (Bldg 2, room C52c). Contractor shall furnish only new standard parts (manufactured by the maker of the equipment, or equal thereto). All parts including control components (such as CPU boards, control boards, output cards, displays, etc.), pump 1hp or greater (vacuum, circulating, booster, etc.), air compressors, blower assemblies, sonic generators, heat exchangers, heater coils (including steam or electric), door gaskets, HEPA filters, and load probes shall be furnished under the terms of this contract. Work not specifically detailed in the scope shall not be performed without first obtaining written modification from the Contracting Officer. Any work performed outside of the scope prior to receipt of such modification will be considered inclusive to the services performed. Measurement/Test instruments used for calibration/testing must themselves be tested and calibrated against a national standard (NIST). Evidence of this annual calibration shall be presented to the COR. The contractor shall inform the COR of any uncorrected deficiencies and noting these on the service ticket. Notation shall include the type of deficiency, dated and initialed. Any deficiency which poses a hazard to patients, staff, or other equipment shall immediately be called to the attention of the users and the COR. Contractor shall provide a toll-free technical support line during normal operating hours. Services provided shall include support for both hardware and software issues. Contractor shall respond to all repair requests within the specified time frame. Response by the Contractor is defined as: Telephone troubleshooting/repair services within four (4) hours of the initial contact; and/or An on-site visit by a qualified repairperson within twenty-four (24) hours of the initial contact; and/or Contractor shall repair, modify, or correct as necessary equipment deficiencies related to any and all hazard alerts from the manufacturer, FDA, or Veterans Administration, etc. at no additional cost.
