Description
**This special notice is strictly for information use. It also serves as advance notice that a full broad agency announcement (BAA) shall be soon forthcoming** The National Oceanic and Atmospheric Administration (NOAA) will be releasing a BAA to explore options to transition from hardware-based ground radio processing to cloud-based soft-ware applications. The purpose of the BAA will be to explore the feasibility of using enterprise multi-mission RF digitization in combination with Software-Defined Radios (SDRs) and Front-End Processing (FEP), as developed with cloud-based capabilities, in support of telemetry processing for its satellite program(s) of record. Through the BAA, NOAA, National Environmental Satellite, Data, and Information Service (NESDIS) will be requesting demonstrations to aid in the next steps regarding the viability of utilizing commercial sector capabilities for expansion of the NESDIS Common Cloud Framework (NCCF) where applicable and has identified the utilization of cloud-based core digital ground capabilities required for enterprise-level support of Space-to-Ground Communications (SCM) in the near-term as an area that warrants further exploration. � NOAA�s expectation is to use the results of the demonstrations and studies to gain a deeper understanding of the options to transition to a Common Service-based Enterprise Ground Architecture.� The BAA will be posted on the federal contract opportunities website SAM.GOV. In the BAA, NOAA will be asking for proposal submissions, which should not exceed 15 pages. This shall be a one-step BAA process where the government will only be requesting proposals. Depending on the responses and available funding, NOAA may award zero, one, or multiple study contracts under this BAA. The full BAA is anticipated to be released on the SAM.GOV website within the next six (6) weeks. The BAA will be open to all industry and Academia. Universities, Institutions. Small Businesses are encouraged to submit their own response, and/or to join other entries as team members in submitting responses to the BAA.
