- Description
- The Government anticipates soliciting a Support, Services and Programmed Depot Maintenance (PDM) 5-year Contract from a sole source contractor in support of the U-2 Intelligence, Surveillance, and Reconnaissance (ISR) platform. The work is currently being performed by Lockheed Martin Aeronautics Corporation (LMAC), Cage: 0L1E5, under current contract FA8528-19-D-0015. The Air Force requires long-term support and service of the U-2 ISR Aircraft as authorized by DoD (Department of Defense) Directives 5000.1 and 5000.2-R, as well as other DoD implementing directives. The Air Combat Command A5 Directorate provides requirements for an over-arching sustainment program for the U-2. The contract logistics support (CLS) should include engineering support, repair of spare assets, resolution of system failures and issues to ensure availability, reliability, and maintainability of equipment in use by operational units. This effort requires Programmed Depot Maintenance (PDM) for the U-2 fleet that includes aircraft teardown, thorough inspections, complete aircraft restoration, aircraft reassembly, paint, and flight test operations necessary to return each aircraft to the United States Air Force (USAF) in mission ready status. Engineering support is required to back the management of Diminishing Manufacturing Sources and Material Shortages (DMSMS), engineering change proposals (ECP), configuration management, and data management. Additionally, engineering support includes support for technical data (e.g. technical manuals and reports), integrated logistics support, maintenance assistance for PDM efforts, contract field service representatives (CFSR), in-plant Specialized Repair Activity (SRA) and sparing, technical and engineering actions for resolving system failures/issues in a timely manner, as well as planning/preparation/implementation of system sustainment improvements and upgrades. Lastly, contractors must have the ability to support classified materials and upgrades to the aircraft sensors and avionics systems. The purpose of this request is to conduct Market Research activity to gather information on whether any additional sources are capable of meeting this requirement.
