Description
The International Joint Commission has ordered an expedited review and evaluation of the Lake Ontario Regulation Plan, Plan 2014. Funding from each of the Canadian and United States Governments has been authorized for work on their respective sides of the international border with the USACE being responsible for executing the United States� portion of the work. The evaluation of Plan 2014 depends on understanding how well various performance metrics used to select the regulation plan have reflected the impacts of unprecedented high-water levels on Lake Ontario. To support the evaluation of Plan 2014, the contractor shall perform wetland vegetation surveys, following the approach of the Canadian Wildlife Survey � Ontario (Grabas and Rokitnicki-Wojcik, 2015 and Smith et al. 2021), at 16 coastal wetlands on the United States shoreline of Lake Ontario. Surveys at each wetland will consist of at least 5 transects perpendicular to the shoreline with elevation points collected every 20cm in elevation difference with appropriately sized quadrats to represent the plant species while avoiding overlap of the quadrats. The transects will extend over the elevation range of 74.0m to 76.0m IGLD 85 with at least one additional sample at the transition zones to both upland and open water where possible. Surveys will be conducted with survey-grade equipment, utilizing RTK and GPS where possible. Samples of water chemistry, including turbidity, temperature, conductivity, and pH, will be collected at�each location. Post-processing and quality control of the survey data will be performed before delivering the data and a final report that details findings to the Great-Lakes Adaptive Management Committee (GLAM). The data must be collected and processed in a manner consistent with prior work and sampling efforts from 2002, 2003, 2012, 2014, and 2017 to allow for validation of prior models and evaluation of new models including the Coastal Wetland Response Model (CWRM) developed by Environment and Climate Change Canada. The estimated period of performance for this requirement is from the date of award through December 31, 2024. The combination of technical expertise in wetland plant identification and wetland elevation survey, comprehensive knowledge of the model algorithms and input requirements which this data will support, and access to the historic data necessary to complete the project means that Dr. Rachel Schultz is uniquely qualified for this work. As she is currently employed by State of New York (SUNY) Brockport, it is therefore in the best interest of the U.S. Government to issue a sole source contract to SUNY Brockport.�Research has shown that is not possible to compete this work due to the unique qualifications of Dr. Schultz combined with her access to the historical data necessary to complete the project. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received by 20 October 2022 at 4:30 p.m. EDT, the U.S. Army Corps of Engineers will proceed with awarding a fixed price contract to SUNY Brockport.
