- This Notice is for the evaluation of Project Labor Agreements ONLY. GENERAL SCOPE: The scope of work for Sacramento River East Levee (SREL) Contract 4 is construction of approximately 2.4 miles of seepage cutoff wall construction using Jet Grouting and Conventional open trench construction methods. The contract also includes 0.12 miles of seepage & stability berm construction, and 0.37 miles (roughly 1/8th of a mile) of levee raise. Construction of the levee improvements are along SREL in five segments beginning just south of the American River/Sacramento River confluence and the town of Freeport, CA within the Sacramento, CA area. The scope also includes relocation and removal of multiple levee encroachments within the work area, removal and replacement of City of Sacramento Sump 41, and removal, handling, import, and disposal of soils. All work is required to be completed No Later Than (NLT) December 2023 with the levee reconstruction completed not later than 30 September 2023. Construction of Contract 4 has a high logistical complexity given 1) multiple concurrent cutoff wall headings will be required to complete work within the given period of performance, 2) Space for construction activities is severely limited because the levee is immediately adjacent to residential properties and structures on the landside and the Sacramento river channel on the waterside, and 3) the number of staging areas available are limited due to few open spaces in the neighboring suburban areas. PROJECT LABOR AGREEMENTS (FAR 22.503) Project labor agreements are a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects.� As part of that consideration, this market research effort will help in our determination of whether a PLA may increase the economy and efficiency of the project. 1)� Is there any reason to believe that there is a shortage of skilled labor required for this project in Sacramento, CA? 2)� The following request is to obtain data on the recent history of construction projects in the local labor market of the project under construction. Information is requested for projects completed in the last 2-5 years in the Sacramento, CA area. � � �a) Project name / location. � � �b) Detailed project description. � � �c) Initial cost estimated / Actual final cost. � � �d) Was the project completed on-time? � � �e) Number of craft trades present on the project. � � �f) PLA (Y/N)? � � �g) Were there any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management / organizational issues, etc)? 3)� Have PLAs been used on this type of project in other regions?
