- NATO Joint Force Training Center (JFTC) in Bydgoszcz, Poland intends to issue an Invitation for International Bidding (IFIB) on Exercise Scenario Production including Development, Sustainment, and Execution through a Scenario Deliverable Support Contract (CDSC). Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO ICB, 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government, and 4) have performed similar contracts within the last five years substantially similar in scope to the requirement described in the solicitation. In addition, contractor personnel performing services under the contract must be citizens of a NATO nation, have appropriate professional training and experience in related field(s), and hold a personal security clearance at the level of SECRET or higher.� The reference for the IFIB is IFIB-ACT-JFTC-22-125 and all correspondence regarding the IFIB should include that reference. � The is a Firm Fixed Price Deliverables Contract. Partial bidding is not allowed. REQUIREMENT The contractor will be required to support JFTC's goal of producing and sustaining a scenario to support exercise Loyal Leda 2024. In addition to the above, the contractor�s personnel will participate in the execution of exercises and be able to create, refine, update, or alter scenario products through a collaborative process in response to direction and guidance and/or feed-back as appropriate. BECOMING ELIGIBLE TO BID�� � NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/e-mail of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 12 October 2022 JFTC issues IFIB (planned): 14 October 2022 JFTC will directly mail this IFIB to all firms that have been issued a DOE. The IFIB will also be posted on the JFTC Internet site: http://www.jftc.nato.int/organization/contracting�� Bid closing (planned): 25 November 2022 Period of Performance: Base Period: between 30 January and 31 December 2023. Option period: between 01 January and 15 March 2024. �
