- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W91242-23-Q-0002 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $32.50M. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. The solicitation pricing on https://marketplace.unisonglobal.com will start on the date this solicitation is posted, and, unless otherwise displayed at https://marketplace.unisonglobal.com, will end on: 2022-10-12 11:00:00.0 Eastern Time. ""Or-Like"" properties will not be accepted., 80, EA; LI 002: Conference Space - 28-29 October 2022 IAW the PWS and Synopsitation: This CLIN shall include a total of all meeting spaces described in the PWS to include any Audio/Visual or childcare equipment required for each space. Must provide written evidence of collaboration with hotel per the Synopsis Solicitation. ""Or-Like"" properties will not be accepted., 1, Job; LI 003: Morning Refreshments - 29 October 2022 IAW the PWS and Synopsitation: Refreshments for an estimated 300 attendees in accordance with the PWS. This CLIN shall include the rooms needed to serve the meals, wait staff provided, tables and chairs, along with any requirements identified in the PWS. Include any fees or gratuities in this price and provide a flat rate per person., 300, EA; LI 004: Adult Lunch meals - 29 October 2022 IAW the PWS and Synopsitation: Estimated 340 lunches in accordance with the PWS. This amount should include the rooms needed to serve the meals, wait staff being provided, tables and chairs, along with other requirements identified in the PWS. Include any sort of fees or gratuities in this price and provide a flat rate per person., 340, EA; LI 005: Children's Lunch meals - 29 October 2022 IAW the PWS and Synopsitation: Estimated 30 lunches in accordance with the PWS. This amount should include the rooms needed to serve the meals, wait staff being provided, tables and chairs, along with other requirements identified in the PWS. Include any sort of fees or gratuities in this price and provide a flat rate per person., 30, EA; LI 006: Afternoon Refreshments - 29 October 2022 IAW the PWS and Synopsitation: Refreshments for an estimated 300 attendees in accordance with the PWS. This CLIN shall include the rooms needed to serve the meals, wait staff provided, tables and chairs, along with any requirements identified in the PWS. Include any fees or gratuities in this price and provide a flat rate per person., 300, Job; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at https://marketplace.unisonglobal.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - North Carolina intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - North Carolina is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com. There is no cost to register, review procurement data or make a bid on https://marketplace.unisonglobal.com. Offerors that are not currently registered to use https://marketplace.unisonglobal.com should proceed to https://marketplace.unisonglobal.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on https://marketplace.unisonglobal.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. The Gov�t will award a firm-fixed priced contract to the responsible offeror representing the best value to the gov�t, using a streamlined comparative trade-off evaluation IAW FAR 12.602 & 13.106-2 and the below, which may result in award to other than lowest priced quote. Technical, Price and Past Performance are roughly equal in importance. Gov�t may reject any quote not conforming to the solicitation. Standing price quotations may be used if needed and deemed in the best interest of the Gov�t. Award may be made without any form of communications with offerors. Gov�t will make only one award unless circumstances deem multiple awards appropriate and in the best interest of the Gov�t. If after non-price evaluation it is deemed the apparent awardee has unrealistically low or unbalanced pricing, the Gov�t will communicate with the vendor to ensure there was not a mistake in pricing prior to award. If a mistake is claimed, it will be handled IAW FAR 14.407. If deemed necessary to stay within budget, the Gov�t may reduce quantities and reach out to offerors with acceptable or better non-price proposals, requesting they revalidate or update their unit pricing. The Gov�t may cancel the requirement if needed. 1. Gov�t will record total evaluated prices. 2. If more than 3 quotes are received, the Gov�t will identify a grouping of the most competitively priced quotes; remaining quotes will not be evaluated further unless later deemed necessary. 3. Lodging/Catering Event technical proposals will be reviewed to ensure proposed menus and all other minimums in the PWS have been met including but not limited to meeting, breakout, childcare and sleeping rooms are sufficient, contract manager is provided, etc. Contractor must provide written evidence between offeror and hotel manager(s) of tentative blocked reservation(s), if applicable. Proposed venue(s) must pass Gov�t ATOPSEC review. * 4. * Gov�t may deem a quote to be technically acceptable or superior if their technical solution differs from the PWS or technical minimums, but ultimately results in a solution that will meet or exceed the intent of the Government�s needs. 5. Gov�t will then conduct a streamlined comparative evaluation for readily discernible value indicators ie. past performance, warranty conditions, maintenance considerations, quality assurance, proposed plans/methods/practices, quality, reliability, durability, life cycle maintenance costs, etc. IAW FAR 13.106-2(b)(3) evaluation of nonprice factors (technical/past performance) may be based on Contracting Officer�s prior knowledge/experience; customer past performance inquiry replies; PPIRS/FAPIIS, or any other reasonable basis. 6. Technical and Past Performance Assessments will be recorded.
