Description
The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a Solicitation (negotiated) for the purpose of replacing the Lower Reach of the American Canal.� The American Canal was built in 1938.� The Lower Reach extends from Paisano Drive approximately 0.59 miles past International Dam to the headgates of the Rio Grande American Canal Extension. Major construction tasks include, but are not limited to, demolition of the existing canal lining and of the temporary walls on College Arroyo Overchute structure, removal of existing flume gates, dewatering, excavation and backfill, placement of cast in place concrete, installation of precast arch culverts, construction of storm drops, installation of handrails, installation of vehicular guardrails, installation of landscape rock, placement of topsoil, revegetation by seeding, and establishment/maintenance of revegetation. All construction work is located on the Mexican side of the DHS fence.� All site access is through DHS controlled gates.� Work is adjacent to the DHS fence which must be protected in place throughout construction. The work is within the American Canal which transports irrigation water for the El Paso County Water Improvement District #1 (EP#1).� Canal work can only be completed during EP#1's non-irrigation season which usually starts in October and ends in early February.� Prior to the beginning of each irrigation season, the Contractor must cease all work within the canal and create transitions between the remaining canal sections and all new construction work.� The transitions must keep all irrigation water within the canal through the irrigation season. The magnitude of the project is estimated more than $10,000,000. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The work is located in El Paso, Texas. �A site visit date will be listed in the Solicitation. �The work will be performed under NAICS Code 237990. �The Contract will be firm-fixed price. All work shall be completed within seventeen hundred and forty-five (1,745) calendar days after the Notice to Proceed.� 1.���� Twelve hundred and eighty (1,280) calendar days are allotted for construction to allow site work during three (3) non-irrigation seasons. 2.���� Reseeding and establishment of vegetation shall be completed within four hundred and sixty-five (465) calendar days of completion of construction.� 3.���� The final paperwork for closeout of the Contact shall be completed within one hundred and twenty (120) calendar days of completion of construction. The time for reseeding and establishment of vegetation and completion of final paperwork is included in the seventeen hundred and forty-five (1,745) calendar days. �The time stated for completion shall include final cleanup of the premises. The Solicitation, plans, and specifications are expected to be posted on or about October 21, 2022 (this is a target date which may slip or change). �The Solicitation will be available for a minimum of thirty (30) calendar days. This is a Pre-solicitation Notice. �The Solicitation will include information on how to obtain the plans and specifications. �All responsible sources may submit a bid to be considered by the Agency.
