Description
The purpose of amendment 0003 is to post Q&A dated 06 Oct 2022.� See Attached W52P1J-22-Q-3070-0003. 1. Question: 150 design pressure; what is the operating pressure? ANSWER: The operating pressure is around 100 psi. 2. Question: Output: 5,175 lbs/hr is what 150HP is rated to produce. Actual Output will vary based on operating conditions or inputs. Are you certain a 150HP has completed the job in the past? If so I will assume the 150 produces enough lbs/hr for the application. ANSWER: Yes, 150hp produces enough lbs/hr for the application and has completed the job in the past. 3. Question: Is the unit powered by natural gas? Or Oil? ANSWER: The unit is powered by Natural Gas. No secondary fuels required. 4. Question: Do you know the Condensate Return Percentage? ANSWER: There is currently no condensate return to these units. The condensate pumps are out of service. 5. Question: Will these units be hooked up to an existing water system? a. If so, is it a Zero Pressure Water Tank or a Deaerator? b. Are they hooked up to the same water system or separate tanks? ANSWER: These units will be hooked up to an existing water system supplying water to the feedwater tank. The tank is a deaerator. They are hooked up to the same water system. 6. Question: Will units work together and feed (1) steam header or independently and serve their own steam header? ANSWER: Units will work together and feed (1) steam header. 7. Question: Do they want an economizer coil section (SE in drawing)? Increases efficiency to 85%. ANSWER: An economizer coil section is not required. 8. Question: Can you tell me anything about the Load Profile? a. How many days a week? Hours a day will the unit be operating? b. Minimum & maximum steam load demand lbs/hr? ANSWER: During max operating times the boilers will need to run at maximum capacity for 10 hours per day, 7 days per week. The minimum load is a continuous 20% for the purpose of freeze protection at the facilities it is supporting. Maximum load will require air to be heated from below 32F up to 180F at 3000 CFM per process line (these are feeding two identical process lines). Ignoring losses, I estimated the maximum load at about 1,00,000�btu/hr. Additional steam loads may be added in the future. Each boiler should handle the maximum load independently to meet our redundancy requirements. 9. Question: Will unit be hooked up to interenet/ethernet/modbus? ANSWER: No, it will NOT be hooked up to internet/Ethernet/Modbus. PBA prefers linkage style controls. 10. Question: What state will these units be installed? Need to adhere to state regulations. ANSWER: These units will be installed in Arkansas. 11. Question: Will these be installed on a ship or factory? ANSWER: The boilers are in a central utility plant and are piped to the facilities it supports. The purpose of amendment 0002 is to extend the open period of the solicitation. The purpose of this amendment is to capture Questions and Answers regarding combined synopsis/solicitation W52P1J-22-Q-3070. Question: Is a site visit available? Answer: Yes. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The U.S. Army Contracting Command � Rock Island (ACC-RI) hereby requests a quote for two Boiler Units in accordance with (IAW) �Purchase Requirements Area 32 Boiler Replacements� below. 3. Solicitation W52P1J-22-Q-3070 is issued as a Request For Quote (RFQ), 100% Total Set-Aside for Small Business, IAW FAR 19.502-2(b)(1) and IAW the terms and conditions listed below under the heading �Contract Terms and Provisions�. This combined synopsis/solicitation is being released IAW FAR Part 12 and FAR Part 13.5. The Government Anticipates awarding a firm-fixed price contract. 4. The following NAICS code and small business size standard apply: NAICS: 332410 Size Standard: 750 employees. 5. Vendor shall enter their quote on the line provided with the CLIN description below 6. Contract will be awarded in accordance with FAR 52.212-2 to the Lowest Price Technically Acceptable, responsive, and responsible contractor whose price is determined to be fair and reasonable. 7. FAR 52.212-1 Instructions to Offerors-Commercial Items, and any addenda to this provision, are applicable to this acquisition. 8. FAR 52.212-2 Evaluation � Commercial Items, and any addenda to this provision, are applicable to this acquisition. 9. Offerors shall submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer. 10. FAR 52.212-4 Contract Terms and Conditions � Commercial Items, and any addenda to this clause, are applicable to this acquisition. 11. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, and any of the FAR Clauses marked, in the full text FAR 52.212-5 included below, are applicable to this acquisition 12. This acquisition is not rated in the Defense Priorities and Allocations System. 13. All questions shall be submitted by 1:00pm, Central time on 20 September 2022. The USG is not obligated to answer questions submitted after this time. All reasonable questions submitted by the date listed above will be answered via amendment to the solicitation. 14. The Place of Delivery shall be Pine Bluff Arsenal, Pine Bluff, AR 71602. 15. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, published 10 August 2022. 16.
