Description
Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, Veterans Health Administration, VISN 10 Contracting Activity intends to negotiate a sole source contract under FAR Subpart 13, Simplified Acquisition Procedures, with vendor CareFusion Solutions, LLC, 3750 Torrey View Court, San Diego, CA 92130-2622. The associated NAICS code for this is 339112. Description of equipment requirements: The LTC Charles S. Kettles VA Medical Center in Ann Arbor, MI, has a requirement for BD Alaris PC unit, model 8015 (quantity 23); BD Alaris Pump module, model 8100 (quantity 55); Alaris Syringe module (quantity 12); Guardrails Point-of-Care Software for Alaris PC units (quantity 23); Guardrails Point-of-Care Software for Pump modules (quantity 55); and Guardrails Point-of-Care Software for Syringe modules (quantity 12). See the DRAFT Statement of Work below for more details. A firm fixed price contract with no option years is anticipated. It is the Government's belief that only the proposed vendor possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only CareFusion Solutions, LLC. This notice of intent to sole source is not a solicitation (request for competitive quotes). No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 am EST on Thursday, 13 October 2022 Steve Bauer Contract Specialist Steve.bauer@va.gov DRAFT STATEMENT OF WORK FOR INFUSION PUMPS 6 October 2022 Description of services The Contractor is asked to provide infusion pump hardware and appropriate support software in the procurement and deployment of Becton, Dickinson and Company (BD)/Alaris Infusion Pump Systems. Background There are numerous Veterans Affairs (VA) healthcare systems that have existing BD/Alaris Infusion Pumps in use throughout the nation. This includes a wide variety of units used in a variety of clinical settings. The immediate medical need for additional Infusion Pumps and/or modules is due to clinical need and expanded growth of specific medical centers. While BD is experiencing suspended distribution of its Alaris Infusion Pumps, the VA has an immediate medical need for limited shipments of its Alaris Infusion Pump Systems. Until further notice, this procurement must be accompanied by a letter of medical necessity as determined by BD and the Food and Drug Administration (FDA). This package allows facilities to leverage and optimize their initial investment of BD/Alaris Infusion Pump Systems to help the hospital staff enhance patient care and safety, as well as to support the integration and implementation of additional procured BD/Alaris Infusion products. It also allows the newly procured equipment to integrate with the existing Guardrails and Systems Manager infrastructure. REQUIREMENT OVERVIEW The scope of this procurement is to procure additional Infusion Pumps to augment the existing fleet of pumps in use across VA. The Contractor will provide all hardware, software, and professional services to allow the seamless integration of additional controllers and/or modules. The following components comprise the Alaris Infusion System for this requirement. The contractor shall provide technical support both in the setup and calibration of each device but also integration with the existing Alaris Systems Manager and EHR system in use at the facility. Final acceptance is completed once all deliverables have been received and turnover / go live has been completed. The contractor shall communicate any enhancements these new units may have to the local point of contact (POC) and contracting office representative (COR). All activities related to this resultant contract shall be in the best interest of the VA and coordination of all activities shall be planned accordingly. All equipment procured under this resultant contract shall be compatible with the firmware and software of the current infusion equipment in use at the facility. Proposed IV pump PC controllers shall have installed comprehensive safety software that Allows pharmacy datasets to be transmitted to the PC units, Allows the delivery of OEM software updates, as needed (to update drug listing library when required), Provides protection for every infusion by double-checking pharmacology library for dose and duration, delivery rate, and protects critical infusions, such as chemotherapy and caustic antibiotics, and Allows conversion of data into meaningful information through noting subtle trends and measuring the effectiveness of IV formularies. Proposed IV pump PC controllers shall be able to connect to facilities wireless (WLAN) and compliant with VA Information Security policies. Proposed IV pump PC controllers shall be able to support up to four infusion modules simultaneously. Proposed IV pump PC controllers shall have an RJ-45 slot that allows for connection to a maintenance software via serial communications. Proposed IV pump PC controllers shall have a compatible version of firmware installed to match the existing infusion pump fleet at the facility (per the direction of the facility POC). The proposed IV pump general infusion modules shall be Alaris model 8100 units. The proposed general infusion modules shall be large volume infusion pumps capable of continuous and intermittent delivery of fluids, medications, and blood products to patients. The proposed PCA modules shall be Alaris model 8110 units. The proposed PCA modules shall be delivered with new patient dose request pendants. The proposed syringe modules shall be Alaris model 8110 units. Integration The proposed infusion controllers shall be able to connect to the facility s Alaris Systems Manager and EHR system. The proposed infusion controllers shall be connected to the facility/VISN Alaris server to ensure each controller has access to the most up to date drug library. The proposed infusion controllers shall have Alaris Guardrail installed on them by the Contractor as part of this procurement contract. Contractor shall provide on-site integration services as part of this procurement. Contractor shall check in all new pump controllers and modules. Contractor shall install Guardrails software on all controllers. Contractor shall connect all Controllers to the wireless network and Alaris server. The offering Contractor shall provide project management services, as part of this procurement contract. The Contractor shall make available the maintenance software (newest revision) necessary for VA Healthcare Technology management (HTM) staff to conduct Preventive Maintenance and calibrations on the new infusion controllers and modules. Two copies of this software are required. Offering Contractor shall provide two copies of service and maintenance literature that pertains to each type of IV controller and module being offered. All instances of travel to be onsite for implementation and integration services must be accounted for in the contract cost with not to exceed limitations Information Security All VA sensitive information shall be protected at all times, in accordance with VA local site guidelines. The Contractor shall report any known or expected security/privacy incidents, or any unauthorized disclosure of sensitive information, to the COR. Any wireless connectivity to the VA network must be compatible with 802.11b/g/n and compliant with VA Information Security policies. Any remote service support requires a memorandum of understanding/interconnection security agreement (MOU/ISA) with the VA. The Contractor shall follow all Government rules and regulations regarding information security to prevent disclosure of sensitive information to unauthorized individuals or organizations, and shall adhere to all VA Privacy & Security, the Privacy Act, and Health Insurance Portability and Accountability Act (HIPPA) requirements when obtaining and reviewing information. training requirements Clinical Training Contractor shall provide one (1) day of clinical training/education to nursing and pharmacy staff as part of this procurement contract. Offering Contractor shall coordinate training/education with COR. Education/training should be completed for all nursing/pharmacy shifts. Biomedical Technician Training Contractor shall offer technical training as part of this procurement contract. Training may occur on-site, off-site, or virtual. service requirements Service and Operator Manuals The Contractor shall provide the following documentation for the proposed systems: Two (2) copies of operator instruction manuals (one (1) electronic and one (1) physical copy) Two (2) copies of service manuals (one (1) electronic and one (1) physical copy) *Contractors can include the physical copy as a priced line item in their quote as applicable. Minimum Warranty The system and accessories shall be covered under the manufacturer s warranty and shall include all parts and labor for one year following acceptance by the VAMC. TRAVEL OR SPECIAL REQUIREMENTS The Contractor shall submit all proposed travel plans to Contracting Officer (CO) and Contracting Officer Representative (COR) for review and approval no less than 5 business days in advance of the anticipated departure date. Travel costs will be included in task orders. The principal place of performance for services provided in the SOW is projected to be at the Contractor s site.  However, the contractor may be required to attend meetings at the Government site location.   Additionally, the Contracting Officer s Representative (COR) must approve all travel requirements/requests before travel begins. Travel that occurs without pre-approval by the COR will NOT be reimbursed (See Attachment Travel Authorization Request Form).  Travel and per diem expenses shall be in accordance with Federal Travel Regulations and FAR 31.205-46.  PERFORMANCE PERIOD The period of performance (POP) shall be defined as the date of the award of this contract until all deliverables have been accepted. This period of performance shall not exceed one calendar year. Normal hours of work are defined as Monday through Friday from 8:00am to 7:00pm in the local facility time zone (or as specified by VISN / Facility), excluding Federal holidays, or as otherwise arranged with the COR.
