- The Defense Information Systems Agency (DISA), Enterprise Services Modeling and Analysis Branch (OE33), is seeking sources for Training, Model Development, and Technical Support for the Joint Communications Simulation System (JCSS) CONTRACTING OFFICE ADDRESS:� Defense Information System Agency Defense Information Technology Contracting Organization (DITCO) National Capital Region (NCR) / Procurement Services Directorate (PSD) PL61 6914 Cooper Avenue Fort Meade, MD 20775 INTRODUCTION: This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services. OE33 is seeking information from potential sources for the Training, Model Development, and Technical Support of JCSS.� JCSS is GOTS software produced by DISA and provided to the DoD community to model the performance of DoD networks and applications.� The software has a vast library of wired devices (routers, switches, encryptors), tactical radio, and satellite models. OE33 has a requirement to release a new version of JCSS annually. Support is required to refresh model libraries and ensure stable software is releases with valid models.� A helpdesk is provided to the JCSS user community. Support is required to troubleshoot models and software bugs. Training on the JCSS software is a service DISA provides to the DoD and support is required to train users on JCSS capabilities. The anticipated Period of Performance is 5 June 2023 to 4 June 2024 with the option for four 1-year option periods The anticipated Place of Performance is DISA Headquarters Ft. CONTRACT/PROGRAM BACKGROUND: Contract Number: GS00Q09BGD0019 HC102818F0753 Contract Vehicle: GSA Alliant Incumbent and their size: Booz Allen Hamilton, Large Business Method of previous acquisition: Fair Opportunity Period of performance: 5 June 2018 to 4 June 2023 REQUIRED CAPABILITIES: DISA/OE33 requires demonstrated experience with M&S using JCSS; including model development/integration, model verification and validation, JCSS training, and technical support.� Based on these requirements, DISA is seeking sources who can provide expertise in the following capabilities areas: Describe experience with modeling DoD networks (Wired networks, SATCOM, Tactical Wireless Technologies, Encryption/Security techniques) and modeling applications using JCSS.� Include any experience using technical specifications, and data (include data type and collection techniques) to design, build, verify and validate simulations. �Please provide examples of study topics and their goals. Describe your company�s expertise with the JCSS, demonstrating sufficient experience to provide training and technical support to JCSS users. Describe your company�s experience writing Python, C, C++ code and knowledge of JCSS software architecture. Describe your experience with designing JCSS node models, developing/integrating node models into JCSS, and performing acceptance testing/verification and validation of model products.� � SPECIAL REQUIREMENTS: The work described in this sources sought ranges from Controlled Unclassified Information (CUI) up to an including the Secret security level.� Sources must have a final Secret Facility Clearance from the Defense Counterintelligence and Security Agency in order to be eligible to be awarded any resultant contract.� All personnel performing on or supporting this requirement in any way must be U.S. citizens.� The work has the personnel security requirements for support positions of: Secret IT-II eligibility. SOURCES SOUGHT: � The North American Industry Classification System Code (NAICS) for this requirement is 541512, with the corresponding size standard of $30 million.� In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting. To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering.� Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice. SUBMISSION DETAILS: Responses should include: Business name and address; Name of company representative and their business title; Small Business Socio-economic status (if small); CAGE Code; Prime contract vehicles; to include DISA�s ENCORE III, SETI, NASA SEWP V, GSA: OASIS, ALLIANT II, VETS II, STARS III, MAS (including applicable SIN(s), groups or pools), or any other Government Agency contract vehicle that allows for decentralized ordering.� (This information is for market research only and businesses with a valid cage that lack prime contract vehicles are still encouraged to respond to this notice.)
