Description
This is a Sources Sought Notice: (a) The Government does not intend to award a contract on basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this Sources Sought Notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Cheektowaga, NY for the purpose of collecting information about: Preventive maintenance, Repair, and Assistance Service at James J Peters VA Medical Center Bronx, NY. NAICS code identified for this requirement is 811490: Other Personal and Household Goods Repair and Maintenance. The requirement is detailed in the Draft Performance of Work section of this document. (e) Cursory market research has identified small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Jacob Burg at Jacob.Burg@VA.gov by Monday June 7, 2021 at 10:00am EST in order to receive consideration in the procurement strategy. - Part of the purpose of this Sources Sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. DRAFT STATEMENT OF WORK James J Peters VA Medical Center 130 West Kingsbridge Road Bronx, NY 10468 Schedule: Monday through Friday 10:00am to 3:30pm, excluding federal holidays. Vendor will provide all necessary labor, equipment, supplies, and tools for onsite service and repair to all wheelchairs (manual and electric), stretchers (manual and power), shower commode chairs, geriatric chairs, and gurneys (regular and shower). Vendor will provide a certified wheelchair repair technician which shall be assigned to the Spinal Cord Injury (SCI) Units and the Nursing Home Care Unit working on those wards Mondays, Wednesdays, and Fridays from 10:00am to 3:30pm. Vendor will assist with equipment final fittings on the SCI ward two days a week Tuesday and Thursday from 10:00am to 3:30pm The preventive maintenance inspection procedures (two types, one level) represent an orderly, controlled process to be used in inspecting mechanical and electrical wheelchairs. They are to be used in conjunction with this document and the manufacturer s specific manuals in performing and following the preventive maintenance and inspection procedures. 1. Clean the external surfaces of the wheelchair. 2. Perform internal and external visual inspection. 3. Lubricate the wheel bearings. 4. Replace the components identified as defective or worn. (Upon approval) 5. Place the wheelchair in an operational configuration. 6. Test the function of the wheelchair s brakes. 7. Test the function of the wheelchair's frame locks. 8. Test the articulation and locks on the wheelchair's leg and foot supports. 9. Test the function of the arm rests. 10. Check the frame alignment. Replacement parts: Parts shall be replaced only upon authorization from the designated designee personnel. Parts are not to be included in the pricing of the service procurement. However, discounted parts are requested off the general listing prices.
