- SOURCES SOUGHT / REQUEST FOR INFORMATION (RFI) NOTICE This is a Sources Sought / Request for Information (RFI) Notice ONLY. Solicitation #: �9594CS23Q0001 Title: CSOSA Cable TV & Internet Cable Modem Services 1. This is a sources sought/Request for Information (RFI) announcement. This is not a Request for Proposal and no award will be made from this notice.�There is no solicitation available at this time.�This notice is for market research purposes to determine the availability and capability of small businesses for the requirement identified herein. 2. Small Businesses, Small Disadvantaged Businesses, Women Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and certified HUBZone Small Businesses with current relevant experience and capability are encouraged to respond.� 3. The Court Services and Offender Supervision Agency (CSOSA) requires continued High Definition (HD 1080p) Cable TV services in eight CSOSA office locations and Internet Cable Modem services in seven CSOSA office locations. Satellite services are not acceptable or authorized. The agency is seeking to re-compete the current requirement for Cable TV and Internet Cable Modem services for one 12-month base period and four 12-month option periods. 4. Place of Performance. The services described herein are to be performed at various CSOSA office locations throughout Washington, DC (United States). A list of the CSOSA office locations to receive cable TV and Internet Cable Modem services is provided below: �� a. 633 Indiana Ave. NW, Washington, DC� 20004 Community Supervision Programs (CSP) � 19 HD Televisions CSP - 2 Internet Cable Modems � 50 MB (6th Floor & 7th Floor) �� b. 800 N. Capitol St. NW, Washington, DC� 20002 2nd Floor � 3 HD Televisions 6th Floor � 7 HD Televisions 7th Floor � 8 HD Televisions 2 Internet Cable Modems � 50 MB (2nd Floor & 5th Floor) 1 Internet Cable Modem � 150 MB with 2 WIFI Range Extenders (6th Floor) �� c. 910 Rhode Island Ave. NE, Washington, DC� 20018 3 HD Televisions �� d. 3850 S. Ave SE, Washington, DC� 20003 11 HD Televisions One Internet Cable Modem � 50 MB 5. Additional scope of work requirements include: �� a. A minimum of the following HD (1080p) television channels: CSPAN, CSPAN II, District of Columbia Network (DCN), WDCA, WMPB, WDCW, WRC, WTTG, WETA, WJLA, News Channel 8 (NEWS8), WUSA, WHUT, WPXW, WJAL, The Weather Channel, Headline News (HLN), Cable News Network (CNN), Fox News Channel (FNC), MSNBC, CNB, University of District of Columbia Channel 19/98 (UDC), Bloomberg Business Television (BLOOM), Fox Business (FBN), BBC World News (North America) (BBCW). Contractor shall provide ESPN I and ESPN II at CSOSA�s 1900 Mas Ave, location only. �� b. The ability to add, change or remove services as needed during the period of performance identified in paragraph 3 above. �� c. The Contractor shall provide telephonic help desk services during standard business hours. �� d. The Contractor shall furnish all Cable TV set top boxes and internet cable modem hardware required to provide the services identified in paragraph 4 above. �� e. The Contractor shall only invoice for activated Cable TV and Internet Cable Modem Devices on a monthly basis. �� f. The Contractor must be capable of� installing additional Cable TV wiring, HD Cable TV Set top boxes and Cable Modems when requested by the agency. Cabling installed by the contractor shall meet all DC building codes and requirements by building lessors. The existing coax wiring for Cable TV and Cable Modem services at CSOSA�s locations is in working order.� CSOSA does not require new wiring for the existing Cable TV and Cable Modem services in use at contract award. � g. The Contractor shall provide evidence in its response to this sourcse sought that they are either the provider or an authorized reseller for the Cable TV and Cable Modem services in their proposal. �� h. If award is made to other than the incumbent provider, the awardee is required to provide a transition plan for transitioning CSOSA current locations with Cable TV and Cable Modem services to a new provider. 6. All responsible sources who believe they can provide the above required services shall submit the following: �� a. Complete company name; �� b. Complete business address; �� c. Company point of contact name, phone number, and email address; �� d. Company Unique Entity Identification Number; �� e. Company Cage Code; �� f, Small Business Size Standard for the NAICS identified below; �� g. Whether company is registered in SAM. If not registered in SAM, identify plans for completing this registration; �� h. A short description of the company�s capability to provide the above required services to include: ����� (1) Identity of the owner of the cable lines (infrastructure) to be used to provide cable services at the locations included in the SOW. If the owner the cable lines (infrastructure) is other than entity submitting a response to this RFI, provide documentation that authorizes the company responding to this RFI to use the cable lines for the services included above. ����� (2) Confirm that the cable service (infrastructure) entering into each CSOSA location identified in paragraph 4 above will support the number of Cable TV boxes and Internet Cable Modems required for each location. ����� (3) Lastly, provide confirmation that, at a minimum, the channels identified in paragraph 5.a above will be provided for Cable TV services for each of the locations identified in paragraph 4 above. 7. Information received as a result of this notice will be considered solely for the purpose of developing a competitive requirement. This sources sought does not constitute a solicitation for bids, quotes, or proposals and it is not to be construed as a commitment by the Government to enter into a contract or any award, nor will the Government pay for the information submitted in response to this request. All information contained in this Request for Information is preliminary as well as subject to modification and is in no way binding on the Government. The North American Industry Classification System (NAICS) Code is 515210 � Cable and Other Subscription Programming. The U.S. Small Business Administration small business size standard is $41.5M. 8.
