Space Test Experiments Platform (STEP) 2.0 Industry Day Announcement� AMENDMENT 1 The United States Space Force - Innovation and Prototyping Acquisition Delta, located at Kirtland Air Force Base, New Mexico, is hosting a virtual Industry Day on 25 October 2022 from 0900 - 1100 MST. The webinar will open at 0800 MST and the presentation will begin promptly at 0900 with a 30 - 60 minute Q&A following the briefing. The purpose of this industry day is to solicit feedback regarding an initiative by the Space Test Program (STP) to acquire spacecraft for science and technology experiments. STEP 2.0 is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) with the utilization of cascading set-asides to support the spacecraft needs of the STP office. STEP 2.0 will be a supply requirement which will include the construction of a spacecraft, payload integration, launch vehicle integration, ground segment and at least 365 days of on-orbit operations support. The Government anticipates issuing the major elements of a Draft Request for Proposal (DRFP) on or around 14 October 2022. The elements of the DRFP will be posted to SAM.gov. �Respondents who are interested in participating in the Industry Day Briefing, please send an email to the Program Manager, Maj. Kyle Futch at Steven.Futch.1@spaceforce.mil and Contract Specialist Tianna Seaman at Tianna.Seaman@spaceforce.mil. In the event you do not receive confirmation or participation instructions by close of business (1600 MST) Tuesday, 18 October 2022, please send a follow-up email to Maj Futch. Respondents who have the potential capacity and capability to meet the STEP 2.0 requirements based on the information provided, and who would be interested in competing for any future business, are asked to respond to the Industry Day Request for Information (RFI) worksheet (Appendix 1 to this Memorandum). Respondents one-onone sessions will be scheduled in 45 minute increments on the following dates 25, 26, and 27 October 2022. The purpose of this RFI is for the government to receive an update on any industry capabilities, additional considerations, developments, or potential focus areas for STP risk characterization of key technologies for consideration in the final RFP solicitation. Please submit the completed RFI to the Program Manager, Maj. Kyle Futch at Steven.Futch.1@spaceforce.mil and Contract Specialist Tianna Seaman at Tianna.Seaman@spaceforce.mil no later than close of business (1600 MST) Tuesday, 18 October 2022. A response to this RFI Worksheet will allow for schedule prioritization of one-on-one Government interactions. Participation in this Request for Information (RFI) is strictly voluntary and responses shall be provided at no cost or obligation to the Government. This RFI is an important opportunity for industry to characterize its ability to support a potential future acquisition strategy for the STEP 2.0 program. This RFI, and all information herein, is for informational planning purposes only and does not constitute a Request for Proposal (RFP) or Invitation for Bid. Responses to this RFI will be used by the Government for informational and planning purposes only. Responses to this RFI are not considered to be contractual offers and cannot be accepted by the Government to form a binding contract or agreement nor will any contracts or agreements be awarded from this announcement. Information provided by the Government regarding potential contracts or agreements, as presented in this RFI, are subject to change. Additionally, this inquiry does not bind the Government to solicit for, or award, any contracts or agreements. The Government will not reimburse participants for any costs associated with responding to this RFI. Data submitted to the USG will not be returned and will remain archived as part of historical Government records. Participation in this survey, while important to Government acquisition planners, is neither mandatory nor a requisite for future participation by any contractor in this RFI or any similar RFI or RFP. Proprietary Information. The Government acknowledges its obligations under 18 U.S.C. � 1905 The Trade Secrets Act, to protect restricted information provided to the Government. Pursuant to this statute, the Government is willing to accept proprietary restrictions placed upon data presented in response to this RFI and to protect such information from unauthorized disclosure subject to the following paragraphs. a. Proprietary data may be submitted in writing and/or transmitted electronically and must be clearly marked ""PROPRIETARY"" with additional markings designating where ""PROPRIETARY PORTION BEGINS"" AND ""PROPRIETARY PORTION ENDS"". Proprietary submissions shall be accompanied by explanatory text so the USG is clearly notified which data is proprietary and which is not proprietary. Electronic submissions shall have ""PROPRIETARY"" markings on both the cover sheet and the transmittal email, as well as the beginning of each file submitted. b. Mark as ""PROPRIETARY"" only data which is truly restricted information and to which there is a legal property right. c. Do not mark as ""PROPRIETARY"" data which is already in the public domain or is already in possession of the Government or third parties on an unrestricted basis. Do not mark data which is available to the USG or to the public without restriction from another source. NO CLASSIFIED DATA. DO NOT SUBMIT CLASSIFIED DATA AT ANY TIME OR INSTANCE IN RESPONSE TO THIS RFI VIA UNCLASSIFIED EMAIL. The Government is not responsible for the public disclosure of unmarked data received in response to this RFI. Accordingly, RFI respondents shall ensure that technical data provided in response to this RFI shall be appropriately marked, as described in paragraph 7 herein, to ensure proper Government handling of the data. Should the Government need to reproduce the protected data for distribution purposes between Government offices, all such data shall be reproduced with restrictive legends in place. The Government may use support contractors in reviewing responses.
