- Description
- The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) within the next 30 days. The solicitation will be published electronically on the Contract Opportunities website at https://sam.gov/. �Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). This is a follow-on pre-solicitation notice to sources sought notice SPE603-22-R-5X06 published in Sam.gov on March 22, 2022. This pre-solicitation notice announces the upcoming solicitation to provide spill prevention and response exercise services for installations where DLA Energy-funded contracts for Defense Fuel Support Point (DFSP) operations exist. Installations include CONUS and OCONUS locations. Services provided support DLA Energy compliance with Executive Order (EO) 12088, Federal Compliance with Pollution Control Standards. The spill prevention and response exercise services to be provided will include training of DLA-funded DFSP operations contract personnel on applicable requirements and address bulk petroleum storage facilities, tank-truck loading facilities, marine piers, and cross-country pipelines.� The exercise services to be provided shall be in accordance with the applicable current laws, rules, regulations, and guidance for each foreign or domestic site.� This may include, but is not limited to 40 CFR 112, Oil Pollution Prevention; National Preparedness for Response Exercise Program (PREP) Guidelines; DoD 4715-5G, Overseas Environmental Baseline Guidance Document (OEBGD); Status of Forces Agreements (SOFA), Final Governing Standards (FGS), or any other binding agreement between the United States and the host nation. The contract will have a four-year period of performance �of January 1, 2023, through December 31, 2026, with a six-month extension provision of January 1, 2027 through June 30, 2027. The Government anticipates awarding a firm fixed- price contract. DLA Energy will follow source selection procedures utilizing the Best Value/Lowest Price Technically Acceptable (LPTA) evaluation process in accordance with FAR 15.101-2 for this acquisition. This procurement will be solicited as a Small Business set aside under NAICS code 541620 Environmental Consulting Services Size Standard � $16.5 million.� All responsible Small Business Concerns that meet NAICS code 541620 size standards may submit an offer which will be considered for award. This is not a Request for Proposal or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
