- The following questions were posed in response to the posting of solicitation RFQ 36C24222Q1231. From these questions it was identified that the Equipment Lists had not been attached to the RFQ Posting. The responses to the questions are provided in bold red. The pricing schedule has been amended to reflect the corrections. You have listed 33 units needing inspection at the Lyons facility, but the inventory list has 34 units listed. Which number is correct for the Lyons facility? This is based on the list from the first solicitation posted on 9/28/2022. There is not an attached listing of inventory posted on the updated solicitation 36C24222Q1231 from 9/30/2022 as stated on page 29 under SECTION D - CONTRACT DOCUMENTS, EXHIBITS, OR ATTACHMENTS. Will you be providing a listing of inventory for both facilities? There are 34 elevators on this inventory list for Lyons. On the Price Cost Schedule, you have listed that the Semi-Annual inspections would be done 2 times per year. Semi-Annual inspections are only conducted at the 6 month point between the Annual Inspections each year, therefore you only require one Semi-Annual inspection completed per unit each year. Do you want to consider changing that request for Semi-Annual inspections to 1 time per year on your Price Cost Schedule? This will lower the bid s overall cost and give you a more accurate cost of expense to the VA each year. One semi annual, one annual. We want whatever elevator code requires. This has been the standard as long as I ve been in charge of the elevators. Under 5. Scope of Work it states: The contractor shall provide a QEI-Certified Mechanic to perform elevator inspections and to be a third-party witness to semi-annual elevator tests. A separate contract shall provide the personnel, labor, supplies, equipment including weights for all tests and/or repairs covered under this procurement. Dates of said tests shall be coordinated with the Contracting Officer Representative (COR), whom will coordinate with the other contractor. Third party Inspector only. Contract onsite mechanic will always support existing elevators that aren t under contract because of construction rebuild. For the elevators that are under contractor warranty, they will provide onsite support for elevator 1,2,3,4,5,6,9 & 10 during the coverage period On the SF 1449 form it indicates that offers are due on October 11, 2022 @ 10am. On SAM.gov it is listed as September 19, 2022, at 10 am. Can you confirm offers are due on October 11, 2022 @ 10am? Yes, October 11 @10:00 am EST is the deadline for receipt of quotes. Under 5. As QEI s witnessing the inspections we do not provide the mechanic to conduct the inspections for the Annual Inspections. The VA s maintenance service provider conducts the Annual Inspections and our QEI witnesses those Annual Inspections. Our QEI will only conduct the Semi-Annual inspections. Does the VA have a maintenance service provider to conduct the Annual Inspections or are you asking for us as the contractor to provide a QEI to witness the inspections and a separate mechanic to conduct the inspections? Yes Is the solicitation you posted today on9/30/2022 a new solicitation or an amendment to the previous listing posted on 9/28/2022 36C24222Q1231_H399--NJVHCS Elevator Inspections? The solicitation was posted on 9/30. What was posted on 9/28 was a pre-solicitation notice. CAT5 Inspections are Annual Inspections done once every five years and require double the man hours to complete. What option year are the CAT5 inspections due at each facility? See the Equipment list for Cat5 dates Similar questions were asked to the ones addressed above: Will you please provide they types of elevators at the (traction/cable, hydraulic, dumb waiter, chair lift) for the 18 elevators at East Orange Campus and the 33 at the Lyons Campus? Equipment Lists provided with this amendment contains this information Just to confirm, the QEI-Certified mechanic is to witness only and not perform the physical aspect of inspections. What are the typical months for the semi-annual and annual inspections at East Orange and Lyons locations? Equipment Lists provided with this amendment contains this information The original SOW stated that there were 33 elevators at Lyons Campus. The equipment list showed 34. Which is the correct number? 34 is the correct number. The SOW, Price Schedule and Equipment List have been updated.
