- INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Construction of a Primary Care and Outpatient Mental Health Building- Boise VA Medical Center (BVAMC) located at 500 W. Fort St., Boise, ID 83702. PROJECT DESCRIPTION: The intent of BVAMC project number 531-325 is to construct a new stand-alone multi-story building of approximately 22,300 square feet on the BVAMC campus. The new building will follow VA s Patient Aligned Care Team (PACT) model and will provide additional primary care and mental health care outpatient services to the Veterans in the greater Boise catchment area. Additional common and support spaces for these outpatient services include, but are not limited to, Health Administration, Medical Services, Environmental Management, Facilities Management, Logistics, and Canteen. Work includes, but is not limited to, demolition, site preparation, civil, structural, architectural, mechanical, plumbing, electrical, fire suppression, and fire alarm. The new building shall be fully integrated with existing BVAMC services, site improvements, and utilities. Contractor shall provide all tools, equipment, materials, labor, supervision, and management to complete the intent of project number 531-325 in strict accordance with this SOW, contract drawings, and contract specifications. Any and all Work not specifically identified by the contract drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued around November 2022. The period of performance is approximately 487 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000.00 and $20,000,000.00.
