�� Request for Information Repair of the ALR-56M Intermediate Frequency Amplifier PR: FD20602300091-00 Date: �8 August 2022 Prepared by: ALR-56M IPT Overview The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to repair the ALR-56M Intermediate Frequency (IF) Amplifier.� The level of security clearance and amount of foreign participation in this requirement has not been determined.� The Repair Method Code (RMC) / Repair Method Suffix Code (RMSC) is identified as R3/B.� An RMC of R3 indicates �Repair, for the second or subsequent time, directly from the actual manufacturer. An RMSC of B indicates �This part must be repaired by a source(s) specified on a source control or selected item drawing as defined by the current version of ASME Y14.100, Engineering Drawing and Related Documentation Practices. Suitable technical data, Government data rights, or manufacturing knowledge is not available to permit repair by other sources. Although, by ASME Y14.100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained.� The Government does not own or have access to the data for these items. The known sole source contractor is General Microwave Corporation, which owns the data rights. There is currently NO Government funding available for reverse engineering to qualify a new repair source and there are No serviceable assets available for loan/lease or borrow. Contractor shall furnish all material, support equipment, tools, test equipment, and services.� The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor�s facility.� Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Instructions � Below is a document containing a description of the ALR-56M Intermediate Frequency Amplifier and a Contractor Capability Survey.� The Survey allows Contractors to provide their company�s capability.� If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company�s capability in meeting these requirements.� Failure to provide documentation may result in the government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) ����������� ����������� a. Part II Capability Survey Questions and Requested Information General Capability Requested Information Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide.� Include a description of your staff composition and management structure. Describe your company's past experience on previous projects similar in complexity to this requirement.� Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals.� Identify what software programs are utilized to generate these data products and what formats are available for delivered items. Describe your company�s capability to obtain or manufacture molds/tooling.� Also, provide information on your type of molding process. For this amplifier, what is your company�s current maximum production/repair capacity per month?� Provide information on any facility reserves you may possess to increase production capacity in the event of an immediate need do to critical operational mission requirements. Are there specific requirements in the documentation that we provide that would currently preclude your service from being a viable solution to our requirement? Hardware Production Requested Information Describe your capability and experiences in the repair/manufacturing/fabrication of amplifiers. What quality assurance processes and test qualification practices does your company employ?� Please provide a description of your quality program (ISO 9001, QS-9000, EIA-599, or otherwise)? Repair requested information Describe your capabilities and experience in modifying existing systems/equipment hardware to solve maintenance and support problems in the depot environment. Describe your capabilities and experience in developing/modifying repair or maintenance procedures.� Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing source�s problems. Describe your process for maintaining inventory records and reporting on hand/in work balances and repair status to your customer. Describe your process for disassembling, removing damaged items and reassembling amplifiers. Describe your ability to repair amplifiers. Describe your experience in repairing amplifiers for the ALR-56M Radar Warning Receiver System. Describe how you plan to test the repaired amplifiers without having the Next Higher Assembly to interface with. Describe your testing ability to determine the fault condition(s) of amplifiers. Describe your ability to test repaired assets, provide test plans, and test data/results. Describe testing equipment used to perform such testing. Describe your ability to obtain amplifier parts. The capability statement submitted in response to this RFI must be submitted as follows in order to be considered by the agency: 1) Responses must be submitted to PCO and Buyer no later than 22 Oct 2022 and 5:00 PM EST. Late submissions will not be considered. 2) Files may not exceed 5 MB and must be submitted in Adobe PDF format. 3) If the response includes proprietary information, mark the information in accordance with regulatory guidance. 4) Please do not include company brochures or other marketing information. All correspondence related to this RFI must be submitted electronically; phone calls will not be accepted. Correspondence regarding this RFI may be submitted to the PCO and the buyer. �
