- **THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO Construction Owners Association of America** The intent is to award a sole source contract under the authority of FAR 13.106-1(b). The General Services Administration (GSA) Public Buildings Service (PBS), Office of Design and Construction (ODC), Office of Project Delivery (OPD), Special Programs Division (SPD), intends to negotiate a firm fixed price, non-competitive, sole sourced award with the Construction Owners Association of America (COAA) for the procurement of Lean Delivery Training Courses that align with requirements of the Public Law 117-58 Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), the GSA PBS Courthouse Program, and GSA�s Land Port of Entry (LPOE) Program.� This training will occur in Chicago, IL; Atlanta, GA; San Diego, CA; Kansas City, MO; Washington, DC; and San Antonio, TX. The exclusive audience will consist of GSA Project Managers (PMs) who oversee challenging construction projects in atypical conditions. This training will provide support to GSA PMs managing BIL, IRA, Courthouse, and LPOE Program projects through focused professional development. Learning Objectives: 1. Gain fundamental knowledge of Lean philosophies, best practices, and tools applicable to improvement of both project delivery and internal operations. 2. Understand the value proposition and why Lean principles and methods can improve both project delivery and the project delivery experience. 3. Understand and become familiar with essential Lean tactical tools and practices, their purpose, benefits, and practical applications. 4. Become proficient in, and able to apply�three Lean practices within the learner�s organization or on the learner�s projects. The Notice of intent is not a request for proposals or quotes, however all�responsible capable sources may submit statements of capabilities, which, if received within five (5) calendar days of publication of this notice, shall be considered by GSA. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE�GOVERNMENT.
