- Sources Sought Notice Sources Sought Notice Page 9 of 9 Sources Sought Notice *= Required Field Sources Sought Notice Page 1 of 9 This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) SAM Unique Entity ID Number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, Small Business HUB Zone business, or Other than Small Business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below: The VA Long Beach Medical Center located at 5901 E. 7th St. Long Beach, CA 90822, requires the 12 KV Triennial Maintenance, Perform Triennial Preventive Maintenance Inspection (PMI), Calibration and Certification of Electrical Systems. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 238210 ($16.5 Million). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.gov. All interested Offerors should submit information by e-mail to: timothy.harris5@va.gov. All information submissions to be marked Attn: Timothy M. Harris, Contracting Specialist and should be received no later than 3:00 pm EST on October 24, 2022. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published. TRIENNIAL PREVENTIVE MAINTENANCE INSPECTION (PMI), TESTING, CALIBRATION, AND CERTIFICATION OF ELECTRICAL SYSTEMS Purpose: The VA Long Beach Electrical Distribution Inspection, Cleaning, Maintenance and Coordination Verification for all substations on the A, B, C circuits, Main Substation, and Chiller plant (see attachment 1). Background: In accordance with VHA Directive 1028, dated February 24, 2020, and per the National Fire Protection Association (NFPA) the VA is required to perform inspections, testing, maintenance and calibration of all switchgears, switchboards, distribution panels, motor control centers and all related components every 36 months. Scope: The contractor is to furnish all labor, materials, supplies, tools, equipment needed to perform the Triennial PMI. The contractor will perform inspections, testing, and calibration of relays and breakers using Manufactures Tech Manuel or ANSI/NETA MTS. The contractor will infrared scan all equipment listed. The contractor will perform inspections, testing, repairs, cleaning, lubricating, and calibration on Main Switch Board, Sub stations, Line isolation switches, and Basement Load Center. The contractor shall perform a 100% inventory of all equipment pertaining to the scope. The contractor shall be licensed, certified, permitted, and insured to do work in the state of California. A complete shutdown of all equipment listed in line drawings will be necessary. All service procedures detailed will be performed on listed equipment. All work will be scheduled outside of the normal work hours (8 am to 4 pm) to have the least impact on the facility. A complete report detailing all services and findings will be furnished within 30 days of job completion, report formatting shall be submitted to COR for approval. 4. Site Visit: A site visit will be scheduled after responses to the sources sought notice are received and the solicitation is completed.
