- Navigational Database The Contractor is to use their current commercial Flight Management System (FMS) which uses electronic navigational data in computations that will provide automatic guidance for the aircraft and electronic map display for the flight crew for worldwide deployment. The C-130J CNI requires that a database be resident in order to function and it is critical for flight safety that it be updated every 28 days. Currently within the database there are three areas utilized to ensure worldwide coverage. They are: SF2 � North and South America, Europe and North Africa; SF3 � North and South America, Asia, Australia and South Africa; SF4 � Europe, Africa, Asia and Australia. The contractor is requested to create a fourth area within the database to reduce the amount of oversize data that periodically happens during cycle releases and to add more world coverage in the databases. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions. One Nav + Laptop Licenses The Contractor shall provide licenses for the One Nav+ software to install on two laptops. The licenses shall provide full access all the One Nav+ functions. CD Checker The Contractor shall maintain the C-130J CD checker executable on the Honeywell website for download by each user. Configuration Control The Contractor shall ensure there are no configuration or system interface conflicts. If such an event arises, the Contractor shall immediately notify the government of the issue with a mitigation plan. If there is future potential of conflict, the Contractor shall submit an Engineering Change Proposal (ECP). Technical Support The Contractor shall provide technical support, as required for the Navigational Database during platform installation. This support may include telecoms and meetings. The Contractor shall review and analyze failures and faults arising from field users and simulators. If NavDB oversize conditions occur, Honey shall consult with the Customer to get Customer�s input on a way to reduce NDB size. A separate clin, over and above (O&A), will be added to the contract to mitigate the issue in the future should it occur. Place of Performance: These services will be performed at the Contractor and its subcontractor�s facilities. Period of Performance (PoP): 12 month basic period of performance and four 12 month options. Contract Type: The contract type is Firm Fixed Price. Payment: The payment schedule is monthly. � � � The Contractor shall submit/process payment requests and receipt/acceptance documents via Wide Area Work Flow (WAWF).� � � � � �Use FA8504 for WAWF. General Information Continuation of Mission-Essential Services During a Crisis: The Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis. Security Requirements Security Regulations: The Contractor shall ensure personnel, information, system, property, facility and, if applicable, international security requirements are met. The Contractor shall comply with all applicable Government regulations including, but not limited to, Department of Defense Directive (DoDD) 5205.02E, DoD Operations Security (OPSEC) Program; Department of Defense (DoD) Manual 5205.02, DoD Operations Security (OPSEC) Program Manual; and DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). The Contractor shall ensure contractor/subcontractor personnel who perform work on a Government facility comply with the security requirements of the facility. Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E and DoD Manual 5205.02 to protect United States (U.S.) Government interests. The Contractor shall ensure Contractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility. Communications Security (COMSEC): The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified information and/or Controlled 3 Unclassified Information (CUI) in accordance with DoD 5220.22-M. Applicable equipment shall be safeguarded, maintained and operated in accordance with DoD 5220.22-M. Security Clearance: It is not expected contractor/subcontractor personnel will require security clearances for proper accomplishment of contract requirements. Contractor/subcontractor personnel shall not be authorized access to classified information and/or CUI and classified items or be permitted to work on classified projects and/or programs without an appropriate security clearance and a need-to-know. Security Incident or Violation: The Contractor shall immediately notify the Government Security Office of any potential or actual security incident or violation. Environmental Management System (EMS): These services will not be performed at a Government facility; therefore, the EMS requirement does not apply. Agency Affirmative Procurement Programs: This acquisition does not require the purchase of Environmental Protection Agency (EPA)-designated products or United States Department of Agriculture (USDA)-designated products; therefore, the requirement does not apply. Trafficking in Persons: The Contractor shall comply with all applicable Government regulations including, but not limited to, FAR 52.222.50, Combating Trafficking in Persons. Additional information about Trafficking in Persons is available at the site for the Department of State�s Office to Monitor and Combat Trafficking in Persons. http://www.state.gov/j/tip Safety Requirements Contractor Compliance: The Contractor shall comply with all applicable Government regulations including, but not limited to, Public Law 91-596 as amended by Public Law 101-552 [Occupational Safety and Health Act of 1970 (OSHA)] and DoDD 4715.1E, Environment, Safety, and Occupational Health (ESOH). Mishap Notification/Investigation: The Contractor shall report mishaps including damage to DoD property; occupational illness to DoD military or civilian personnel; injury to on- or off-duty DoD military personnel; injury to on-duty DoD civilian personnel; and damage to public or private property or injury or illness to non-DoD personnel caused by Government operations. The Contractor shall ensure the Safety Office and the PCO are notified of mishaps. The Contractor shall contact the MFT (MFT member) by telephone within eight (8) business hours. The Contractor shall cooperate with Government safety investigations. Inspection of Supplies/Services: In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance. Service Contract Reporting: In accordance with 10 United States Code 2330a, the Contractor shall provide an annual count of contractor/subcontractor personnel performing work for each fiscal year if the DoD is the requiring activity and if the acquisition is in excess of $3,000,000.00. The Contractor shall report all contractor labor hours, including subcontractor labor hours, required for performance of the services provided under the contract in the System for Award Management (SAM). Reporting shall be conducted for each fiscal year in accordance with the Service Contract Reporting User�s Guide located on the SAM website. The Contractor shall establish a record for the contract/order in SAM no later than 30 calendar days after contract/order award. Quality Control The Contractor shall ensure the quality of services through a Contractor maintained quality and/or inspection system.
