NOTICE OF INTENT TO SOLE SOURCE SOLICITATION NUMBER: 75N95023000101 TITLE: Interactive Data Language (IDL) License and maintenance CLASSIFICATION CODE: J066 - MAINT/REPAIR/REBUILD OF EQUIPMENT-INSTRUMENTS AND LABORATORY EQUIPMENT NAICS CODE: 541511 Custom Computer Programming Services RESPONSE DATE: 10/19/2022 PRIMARY POINT OF CONTACT: Shivani Patel, Contracts Specialist NINDS Contracts Management Branch, NIDA Shivani.patel@nih.gov DESCRIPTION: THIS IS A PRE-SOLICITATION NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS.� THIS IS NOT A REQUEST FOR QUOTE/PROPOSALS. The purpose of this requirement is to provide the National Institute of Neurological Disorders and Stroke (NINDS) with a renewal of its IDL license and maintenance subscription. The NIH NMR research facility has used IDL for three decades for medical image processing. The AMRI section of LFMI/NINDS has been using it since its inception in 2000, after inheriting the licenses from the NIH NMRctr/NCRR. Part of the image reconstruction chain for in-house developed MRI pulse-sequences is written in IDL, as is a large number of tools that AMRI staff uses to process the acquired MRI data, as well as to prepare data for presentation (e.g. making plots and other figures). This requirement is for a 12-month Base period with 4 option years, which NIH intends to award on a sole-source basis to Harris Geospatial Solutions, Inc. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 541511 with a Size Standard of $30M. This acquisition is NOT set aside for small businesses. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Regulation (FAR) in effect through the Federal Acquisition Circular (FAC) 2022-08, dated 9/26/2022. BACKGROUND, PURPOSE AND OBJECTIVES OF REQUIREMENT The AMRI section of LFMI/NINDS develops cutting-edge hard- and software to improve Magnetic Resonance Imaging (MRI) technology and applies this to advance neuro- and functional imaging of the human brain. The data generated by the MRI system when it runs in-house developed software is often not compatible with the image reconstruction tools provided by the MRI system's manufacturer. Raw acquired data must therefore be processed off-line to produce the MRI images of interest. A substantial part of this image reconstruction chain was developed in IDL and the NIH NMR research facility has used IDL for three decades for medical image processing.. Furthermore, the lab develops other software for processing the acquired neuroscience data from MRI and other modalities (EEG, MEG, recordings of various physiological parameters). Many such tools were developed over the years in the IDL language and are used by AMRI staff and researchers that we collaborate with, both within the NIH and abroad. Redeveloping these tools in another software language would be prohibitively time consuming and therefore interfere with the NIH mission as it would inhibit our ability to perform scientific research. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION IDL is a higher-level programming language that contains many pre-programmed functions for image reconstruction, image processing and statistical analysis of scientific data. It is used on a day-to-day basis by AMRI staff and collaborating researchers for their scientific data processing and analysis and is an integral part of in-house developed image reconstruction chains, which are used to produce MRI medical images from raw data that were acquired using cutting-edge, non-product software running on the MRI instrumentation. That custom MRI software was developed by the laboratory and is incompatible with the default image reconstruction chain provided by the MRI system's manufacturer. Ongoing testing in the laboratory has shown that there is no other software environment currently available that could run AMRI�s code with sufficient functionality and stability and little to no modifications. Switching to another higher-level programming environment from another vendor would require a substantial amount of software re-development and is therefore not a suitable alternative. As there is no viable IDL alternative at this time, and only one authorized IDL provider, the Government intends to issue an award on a sole-source basis to the following contractor: Harris Geospatial Solutions, Inc. CLOSING STATEMENT THIS NOTICE OF INTENT TO AWARD ON A SOLE-SOURCE BASIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� All responses must provide evidence that they can provide equipment that meets all of the requirements in this announcement. All responses must be received by 10/20/2022 by 9:00 AM EST and must reference the solicitation number, 75N95023000101.
