Description
SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Respondents will not be individually notified of the results of any government assessments. The 45th Contracting Squadron (45 CONS), is publicizing this Sources Sought Notice to gather industry information and input with respect to the anticipated Architect and Engineering (A&E) Indefinite Delivery Indefinite Quantity (IDIQ) contract Space Port Architect and Engineering (SPACE) for Patrick Space Force Base (PSFB) and Cape Canaveral Space Force Station (CCSFS). PSFB and CCSFS anticipates a requirement that is being considered under an 8(a)small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 541330 � Engineering. The size standard for NAICS is $22,500,000.00 with 2 exceptions for $41,500,000.00: (1) Military and Aerospace Equipment and Military Weapons and (2) Contracts and Subcontracts for Engineering Services Awarded Under the National Energy Policy Act of 1992. �This mission requires the NAICS code 541330 except size standard of $41.5M.� The requirement is to purchase A&E services that will support a recurring requirement for repair, modification, and construction of space-lift support structures to include but not limited to launch critical facilities, launch support facilities, spacecraft payload processing and support facilities and ground systems for PSFB and CCSFS. Draft Statement of Work: See attached document 45 CONS is currently seeking 8(a) Small Business firms capable of providing all labor, materials, and equipment to supply A&E services such as, but not limited to project management, engineering programming, engineering studies, engineering design and review, environmental compliance support, testing, construction inspection, cost control, scheduling, cost estimating, life-cycle cost analysis, economic analysis, energy management and business plan development and analysis.� These services shall support a continuous need to maintain, repair, modify, and construct critical launch facilities, launch support facilities, utilities, and ground systems to meet both continuing and changing mission needs. This will be implemented by awarding an indefinite delivery-indefinite quantity (IDIQ) contract that includes a contract line-item number (CLIN) for design, engineering, and inspection, and a CLIN for the design/build capability.� This is a Selection of Architect and Engineers procurement process. This a Request for Information (RFI) only. This RFI is in support of market research being conducted by 45 CONS to determine potential sources capable of fulfilling all requirements associated with the A&E Statement of Work (SOW). The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of 8(a) Small Business firms that can support this requirement as a prime contractor. The government requests interested parties to submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses (SDVOSB), or, if applicable based on NAICS code, Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Women Owned Small Businesses (WOSB)f or small business) with your Unique Entity ID (UEI), Cage Code, and System for Award Management expiration dates and capability statement. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. All interested firms shall submit capabilities that explicitly demonstrates company capability.
